It converts intention into repeatable capability. A person may hold admirable values and excellent taste while remaining preventably helpless because the passport expired, the battery failed, the route was never checked, the account was neglected, or the procedure was never practiced. Preparedness should remain calm and proportionate. The operational citizen does not perform danger, accumulate tactical identity, or turn contingency into paranoia. Preparation reduces drama.
