# The Governing Principles of Gamification *This document supersedes and absorbs the earlier architecture note. It is the contextual substrate for every rewrite in the collection: the two anthropological principles, their evidentiary standing, the formal chain that connects play to scoring to cognition, the transmedia ontology inherited from the Cicada material, the author's position and its two registered objections, and the evidentiary discipline that keeps the whole thing falsifiable.* **Read first:** [[articles/gamification/America Loves Games and the Home Court Advantage|America Loves Games and the Home Court Advantage]] supplies the accessible American case before this article develops the governing principles in full. ## I. The First Principle: The Predatory Inheritance **The human animal carries an evolved capacity for coalitionary violence, dominance-striving, in-group solidarity purchased by out-group hostility, and the pursuit of status through contest; historically this capacity was discharged through raiding, conquest, blood sport, public execution, feud, and war, and no civilization has ever abolished the capacity — only changed where it is spent.** The narrowing from "humans are killer apes" to "humans possess an evolved capacity" is not timidity. It is what allows the principle to survive the anthropological literature rather than dying in a hostile reviewer's first paragraph, and it does considerably more work downstream. The capacity is **established**. Chimpanzee coalitionary lethal raiding is documented across independent field sites over five decades, and the cross-site synthesis found the pattern better explained as adaptive strategy than as pathology induced by human interference — 152 killings, most attackers and victims male, roughly two-thirds intercommunity, attacking coalitions outnumbering victims by a median ratio of eight to one. That ratio is the detail that matters, because it is not a fact about temperament but a fact about **cost**: violence initiates when the expected price falls below the expected return, which is arithmetic and belongs to no particular species. The phylogenetic reconstruction across 1,024 mammalian species estimates a human baseline near two percent of deaths from conspecific violence, converging with the prehistoric archaeological record. The social-psychological substrate is equally secure: minimal-group discrimination on arbitrary category assignment, universal dominance hierarchy formation, status competition as the most reliable predictor of male-on-male homicide across every society measured. And the taxonomy is not analogy — humans sit inside [[wiki/Hominidae|Hominidae]], closer to *Pan* than *Pan* is to gorillas, which means [[wiki/Gombe|Gombe]] was fieldwork on humanity with the etiquette stripped off. Inevitability is **contested**, and conceding this strengthens rather than weakens the principle. Fry and Söderberg's analysis of nomadic forager bands found most lethal events interpersonal rather than intergroup; Ferguson's critique argues much of the archaeological violence signal clusters after sedentism and storage. The refinement that survives is more useful than the strong claim: **the capacity is universal, the expression is conditional, and the conditions are largely constructible.** A trait always present but only sometimes expressed is precisely the kind of thing that can be managed by engineering the expression conditions. The correction that welds the two principles into one mechanism is Wrangham's. **Reactive aggression** is hot, provoked, threat-triggered; **proactive aggression** is cold, planned, coalitionary, instrumental. Human self-domestication dramatically down-regulated the first while retaining and arguably sharpening the second, producing an animal simultaneously among the least reactively violent and among the most proactively violent primates. The mechanism proposed for that domestication is darker than the word suggests: the **execution hypothesis** holds that reduced reactive aggression was selected for by coalitionary proactive aggression — small conspiracies of adult males, enabled by language, killing the group's tyrants at negligible personal risk, across roughly twelve thousand generations, with capital punishment appearing in every early civilization on record without exception. The thing that made us gentle was murder, applied systematically, by committee. And the committee did not disband; it incorporated. The same coalitionary proactive violence that enabled self-domestication now enables the functioning of states. This predicts, mechanically and in advance, which parts of an enclosure strategy work and which fail. **Reactive aggression is metabolizable by substitution**: the stadium, the ranked ladder, the fantasy league, the parlay, the raid boss genuinely absorb hot dominance impulse, because the impulse seeks arousal, contest, and resolution and does not much care about substrate. **Proactive coalitionary aggression is partially metabolizable, and the partition is the whole design problem.** Decompose what the planner is actually seeking and it separates into six components: a plan executed against a live opponent; coalition, meaning others recruited and led; asymmetry and surprise, the specific pleasure of the unanticipated move; status conferred by demonstrated cunning rather than demonstrated ferocity; **consequence**, a state change in the world that persists after the move; and **grievance**, a particular wrong addressed. The first four are fully absorbable. The last two are not, and the residue is defined by them. The enclosure accordingly runs a **planner tier**, older and higher-status than the spectator tier, and it is the more consequential of the two. **Kriegsspiel** — Reisswitz's rule set of 1812, adopted by the Prussian General Staff in the 1820s — is the enclosure's founding artifact and already runs the two-way membrane: an army built a game to train planners, and the game came back as doctrine. Chess was operated as an instrument of state prestige for most of the twentieth century, which is why Fischer–Spassky read as a proxy for the superpower conflict itself. **Diplomacy**, published in the late 1950s, is a game whose entire mechanic is coalition formation and betrayal with no randomizer at all, and its enthusiasts have included working statesmen. Megagames supply Control, fog of war, and unequal information at population scale. In the contemporary layer, **EVE Online** is the purest civilian instantiation of patient coalitionary aggression yet built — multi-year infiltrations, sleeper agents, corporate espionage, and set-piece battles whose destroyed assets carry six-figure real-world valuations — and its most celebrated operations are precisely long-horizon deception executed against a live opponent by a disciplined coalition. **Capture-the-flag competition and bug bounty** are stronger still, and for the reason that matters: they deliver *actual consequence*. A real system really falls. That is the component a raid boss cannot supply, and it is why the adversarial-security channel absorbs high-capability planners that entertainment cannot hold. **Forecasting tournaments** confer status for demonstrated foresight; professional red-teaming and adversarial simulation convert the disposition into salaried work; and litigation, markets, and competitive enterprise are the general civilian sinks for the same faculty. Two consequences follow, and both are more interesting than the flat claim they replace. First, **the two tiers are not parallel structures**: the reactive tier absorbs the majority as *consumers* and the proactive tier absorbs a minority as *operators*, which is to say the planner channel is not an entertainment market but a **recruitment funnel**. That is exactly what Section V says a puzzle culture is, and it is why Cicada belongs in this document twice. Second, **the planner channel is dual-use in the same way the gamer-to-drone-pilot membrane is**: capture-the-flag trains defenders and attackers with the identical curriculum, and a decade in a coalition-warfare game trains manipulation as readily as leadership. The channel that absorbs the residue is also the channel that would train it. What the planner tier cannot supply is consequence *outside* the enclosure and resolution of a *particular* grievance. A symbolic victory is a complete answer to the desire to have outplayed someone; it is no answer at all to the conviction that a specific wrong requires a specific correction in the world. **The residue is therefore not defined by planning capacity — it is defined by non-substitutability.** The dangerous configuration is not the calm planner as such, since the enclosure is full of calm planners and most of them are employed by it. It is the calm planner whose grievance has stopped accepting symbolic settlement. Therefore any enclosure built to absorb a population's aggressive capacity succeeds with the overwhelming majority and **fails structurally on a specific residue**, and that failure is legible from inside the enclosure because the residue behaves differently in it — characteristically by continuing to plan while ceasing to accept the payouts. The screening layer is not an appendage bolted onto the enclosure by an anxious state. It is the enclosure's **structural necessity**: a system that channels aggression must also detect who is not being channeled, or it is a very large blind spot with a scoreboard on it. And this sharpens what the classifier is actually looking for. It is not scanning for capability, ideology, or even hostility, all of which the enclosure contains in quantity and rewards. It is scanning for **the withdrawal of a participant from substitutability** — which is a far narrower and far stranger target, and which explains why a third of Prevent's referrals carry no identified ideology at all. ## II. The Second Principle: The Postwar Enclosure **After 1945, "never again" was not narrowly a memorial slogan but the organizing imperative of a civilizational architecture whose purpose was to make industrial-scale organized slaughter structurally unavailable; and one arm of that architecture was the deliberate construction of symbolic, consequence-bounded contest environments in which the species' contest drive could be exhausted without bodies, together with the screening and intervention apparatus that identifies the residue the enclosure cannot absorb.** The claim contains five sub-claims of very different evidentiary weight. They are tiered separately here and must be tiered separately in every article, because the strong ones cannot be permitted to launder the weak one. **Established — the substitution doctrine was explicitly formulated and advocated.** This is a documented intellectual program with a canon, not an inference. William James proposed the moral equivalent of war in 1910, arguing the martial virtues were real and needed a non-lethal outlet. George Orwell wrote "The Sporting Spirit" in December 1945 — the date is not incidental — naming international sport war minus the shooting, and warning that it rehearsed aggression rather than sublimating it. Huizinga's *Homo Ludens* (1938) established play as the ground of culture; Caillois built the *agôn*/*alea*/*mimicry*/*ilinx* taxonomy in 1958; Lorenz's *On Aggression* (1963) proposed international athletic competition explicitly as war-substitute policy. The rigorous version is Elias and Dunning's, and it is our thesis in academic dress: sport as **mimetic activity**, understood not as relaxation but as answering a need for pleasurable excitement and its pleasurable resolution, a release valve deliberately built into social life as the civilizing process transitions societies from violence toward organized and regulated competition. Published, peer-reviewed, canonical in its discipline since before most of the systems we analyze existed. **Established — the postwar state built the institutional capacity to run conflict as bounded formal game.** Von Neumann and Morgenstern published in 1944, during the war. RAND was founded in 1948; Schelling's *The Strategy of Conflict* (1960) formalized deterrence, commitment, focal points, and the deliberate manipulation of shared risk; Kahn rendered thermonuclear exchange as a forty-four-rung ordinal ladder. Nuclear deterrence is itself a consequence-bounded symbolic contest with an explicit payoff matrix, and the largest successful violence-substitution mechanism ever constructed: two civilizations competed at maximum intensity for forty-five years through proxies, athletics, spaceflight, and simulated exchange rather than the general war every prior comparable rivalry produced. The apparatus then migrated into entertainment, documented rather than alleged: Lenoir's **military-entertainment complex** names the convergence of military simulators and videogame graphics through to the Institute for Creative Technologies, chartered to build hybrid war-simulation modes deployable in both military and gaming applications; the Department of Defense underwrites war-simulation R&D through the Modeling and Simulation Coordination Office, beneath which sit PEO-STRI, ICT, STRICOM, and MOVES; SIMNET produced networked distributed simulation from the early 1980s; *America's Army* shipped in 2002 as a free consumer videogame published by the United States Army and functioning as a recruitment instrument. A state that builds simulation institutions to metabolize war and then ships their products to civilians as entertainment is not a theory. It is a procurement history. **Established — the enclosure is state-licensed, state-run, and state-monetized at population scale.** State lotteries are government-operated numbers games. Post-*Murphy v. NCAA* (2018), sports wagering in the United States is a state-licensed, state-taxed, continuously-priced market on the outcomes of symbolic combat, integrated with identity verification, geolocation, and behavioral telemetry as a condition of licensure. Fantasy sports operate as distributed portfolio management over the same substrate. The supranational tier is more probative than the commercial one. UN General Assembly resolution 48/11 of 25 October 1993 revived the **Olympic Truce**, urging member states to suspend hostilities around a tournament — a body that cannot reliably stop a war passing biennial resolutions asking states to pause for an athletic event. In 2009 the General Assembly granted the IOC permanent observer status, adopting the Vancouver Truce resolution the same day. In October 2016 the Holy See hosted **Sport at the Service of Humanity** in the Synod Hall, the first global conference on faith and sport, supported by the IOC and the United Nations under a 2015 Vatican–IOC memorandum, opened by Pope Francis with keynotes from the UN Secretary-General and the IOC President, attended by fourteen religious leaders from three traditions. Then in 2017 the Secretary-General closed the UN Office on Sport for Development and Peace outright and replaced it with a direct UN–IOC partnership giving the UN access to 206 National Olympic Committees and the international federations. The intergovernmental bureaucracy judged the tournament apparatus a more effective delivery vehicle for peace objectives than itself, and said so by liquidating its own office. That is the head-end — not asserted, minuted. The correct description is not that a secret program built the enclosure. It is that **the enclosure is entirely public, publicly regulated, publicly taxed, and hiding nowhere**, which is exactly why almost nobody reads it as an enclosure. The current scale is worth stating precisely, because precision is what distinguishes this from gesture. In 2025 Americans legally wagered **$166.94 billion** on sports, a rise of 11.0 percent; state-licensed sportsbooks retained a record **$16.96 billion** in gross gaming revenue, up 22.8 percent; and state treasuries collected **$3.71 billion** in sports-betting taxes, up 32.4 percent. Total commercial gaming revenue reached $78.7 billion and produced **$18.09 billion** in direct gaming taxes to state and local governments. On the lottery side, the Census Bureau's Annual Survey of State Government Finances records national ticket sales rising from $52.8 billion in fiscal 2008 to **$104.7 billion in fiscal 2024**, with net revenue retained by states growing from $20.6 billion to $34.5 billion — and states keeping a shrinking share, 39 percent down to 33 percent, as prize payouts absorbed more of the flow. Four states each sold over $8 billion in tickets. The correct reading is not that the state licenses a vice industry. It is that at this tax take **the state is the house's partner with a sovereign's cut**, and that the enclosure's contest layer is now a material line item in public finance. One further detail closes the loop with Section III: the industry's stated principal threat in 2026 is **CFTC-regulated prediction markets offering sports event contracts**, estimated to have diverted more than $500 million in potential state tax revenue — which is to say the wagering enclosure is now losing share to an instrument that prices the same outcomes as a federally regulated derivative. The possibility market is not an analogy for the betting market; it is eating it. The apparatus is also current rather than historical. On **19 November 2025** the eightieth session of the General Assembly adopted A/80/L.10, "Building a peaceful and better world through sport and the Olympic ideal," by consensus with roughly 165 co-sponsors, calling on member states to observe the Olympic Truce from seven days before Milano Cortina 2026 until seven days after the Paralympic Winter Games — a truce window running 30 January to 22 March 2026. The biennial ritual continues on schedule, and the president of the General Assembly issued a separate solemn appeal a week before the opening ceremony. **Established — and this is the strongest single proof now available — the tournament apparatus has been observed operating as a political adjudication and classification system on a live war.** Following the 2022 invasion of Ukraine the IOC suspended the Russian Olympic Committee and constructed the **Individual Neutral Athlete** framework, whose eligibility conditions, set by the Executive Board on 8 December 2023 and extended unchanged to Milano Cortina 2026, are a published cost matrix: athletes with Russian or Belarusian passports compete only as AINs; teams are not considered at all; athletes and support personnel who **actively support the war** are ineligible; and athletes or support personnel **contracted to the Russian or Belarusian military or national security agencies** are ineligible. An **Individual Neutral Athlete Eligibility Review Panel** evaluates each candidate and their support staff, secretariat function held by the IOC Chief Ethics and Compliance Officer, with the whole pipeline appealable to the Court of Arbitration for Sport. Thirty-two AINs across ten sports competed at Paris 2024. Read that with the vocabulary of Section V and it is the social immune system as classifier, running in public, on named individuals, under **published criteria**: social-media history and public statements scored as evidence of a disqualifying disposition; national flag, anthem, and medal-table membership deleted, which is edge deletion at the level of the graph; the ROC's suspension itself triggered by its incorporation of Olympic councils in annexed Ukrainian territory, which is a territorial dispute conducted as a dispute over graph membership. FIFA and UEFA excluded Russian teams within days of the invasion. And the counterparty's behaviour confirms the venue: the exclusion was treated as a hostile act and worked as propaganda, and Ukrainian officials have accused Russia of violating the Olympic Truce — the Truce now functioning in wartime discourse as a norm alleged to have been breached rather than as ceremonial language. This belongs in the same evidentiary tier as Prevent and is arguably stronger, because Prevent's scoring is opaque to the scored while the AIN criteria were published in advance. The historical record supports the same reading and is fully citable. The **apartheid sports boycott** ran from South Africa's exclusion from the 1964 Games through readmission in 1992, was bound on Commonwealth governments by the **Gleneagles Agreement** of 1977, and was formalized in international law by the **International Convention against Apartheid in Sports**, General Assembly resolution 40/64 of 1985 — a treaty instrument whose subject is tournament access as a sanction. The 1980 Moscow boycott following the invasion of Afghanistan and the 1984 Soviet retaliation, with its parallel **Friendship Games**, demonstrate the counter-move: when excluded from the enclosure, a state builds a shadow enclosure. **Ping-pong diplomacy** in April 1971 restructured the United States–China relationship through a table-tennis exchange when the ordinary diplomatic channels were frozen; **Fischer–Spassky** in 1972 was contested and reported as a proxy for the superpower conflict itself. Across four decades and four distinct configurations, states have treated tournament access as coercive leverage, as diplomatic channel, and as substitute battlefield — which is the second principle demonstrated by state practice rather than argued from doctrine. **The Tournament as a Symbolic Administration Layer** The larger significance of this record is that international sport can be read as a **symbolic administration layer for the state system itself**. This does not mean that FIFA is an organ of the United Nations, that the IOC secretly governs states, or that some concealed authority designed football as a peacekeeping program; none of those claims is necessary, and the evidence does not establish them. The stronger proposition is architectural: organizations such as **FIFA and the IOC operate a parallel supranational rule layer in which sovereign populations preserve the emotionally consequential symbols of statehood — flag, anthem, territory, colors, collective identity, rivalry, victory and defeat — while submitting the actual contest to shared rules, eligibility regimes, referees, schedules, rankings, sanctions, appeals and predetermined conditions of resolution**. The nation remains legible as a nation, the opponent remains legible as an opponent, and the contest remains meaningful enough to carry extraordinary amounts of prestige and affect, but the permissible forms of action have been constrained before play begins. What historically required armies can therefore be represented, rehearsed and partially settled through an environment in which the state survives defeat and the loser returns for another season. Seen this way, the World Cup is not merely a spectacle watched by states; it is a remarkably precise **simulation of the international system rendered into consequence-bounded play**. Populations assemble into national coalitions, representatives are selected, territorial and historical identities become visible, alliances and antagonisms acquire narrative form, victories alter prestige, humiliations are remembered, rankings establish hierarchy, procedural authorities stand above the immediate contestants, and disputes are routed into adjudication rather than unlimited retaliation. The game retains almost everything a successful substitution architecture cannot afford to eliminate — belonging, status, ordeal, opponent, coalition, suspense, consequence and resolution — while attempting to delete the terminal operation by which those energies historically became conquest, massacre and annexation. This is why **structuration**, rather than catharsis, remains the operative concept: the tournament does not drain some hydraulic reservoir of aggression and make the species peaceful; it supplies an endlessly renewed institutional grammar through which rivalry can continue without requiring the destruction of the rival. The achievement is not that humanity ceased playing _us against them_. It is that civilization constructed increasingly elaborate ways for the word **against** to cease automatically meaning **kill**. The United Nations relationship with organized international sport makes that interpretation especially consequential. The Olympic Truce asks states to suspend hostilities around an athletic enclosure; the IOC's observer status places the tournament system inside the formal diplomatic environment; the replacement of the UN Office on Sport for Development and Peace with direct UN–IOC partnership demonstrates that international institutions themselves regard the sporting network as an effective delivery surface for peace and development objectives. FIFA occupies a different institutional relationship and should not be collapsed into the IOC, but functionally the football system demonstrates the same grammar at even greater popular scale: nations are admitted, represented, ranked, sanctioned, suspended and restored through a transnational procedural structure that can make political conditions visible through **membership in the game**. The exclusion of Russian teams by FIFA and UEFA after the invasion of Ukraine therefore matters beyond sport, just as apartheid-era exclusion mattered beyond sport, because removal from the symbolic arena operates as a form of international state without requiring territorial conquest. Tournament membership has become capable of expressing recognition, legitimacy, neutrality, sanction and reintegration — political predicates translated into ludic state. The correct conclusion is therefore not that international sport has eliminated war; this document has already established that it has not and cannot. The more defensible and more important conclusion is that the postwar order progressively constructed a **symbolic governance surface on which states can continue performing sovereignty while transferring a portion of sovereign rivalry into bounded competition**, and FIFA is one of the clearest planetary renderings of that surface. The United Nations supplies the juridical aspiration that disagreement should not terminate in organized slaughter; the tournament system supplies a culturally compelling demonstration of how adversaries can remain adversaries while accepting a higher-order protocol governing the contest between them. Under that interpretation, international sport is neither frivolous entertainment nor merely propaganda appended to geopolitics. It is part of the **administrative phenomenology of peace**: a world in which flags still confront flags, populations still experience victory and defeat as collectively meaningful, and enormous competitive energies remain available, while an ever-larger fraction of the contest is routed through scores, brackets, rankings, courts, markets and rules instead of bodies. **Established — the screening layer identifies and acts on individuals before any crime, and does so more literally than the strong version of the claim requires.** The United Kingdom's Prevent programme states the design openly: one of four pillars of CONTEST, **operating in the non-criminal space**, and as an early-intervention programme obliged to consider susceptibility to involvement in terrorism rather than waiting for an ideology to take hold. A referral implies no offence and no suspicion of one; it means a professional under a statutory duty — teacher, nurse, social worker — raised a concern about behaviour, expression, or vulnerability. In the year ending March 2025 there were 8,778 referrals, the highest since records began, of which 1,472 were adopted as Channel cases; 34% concerned individuals with **no specific ideology identified at all**, and more than a third of all referrals — 3,192 cases — involved children aged eleven to fifteen. Multi-agency panels chaired by local authorities determine susceptibility and whether a tailored support package is proportionate. Read with the collection's vocabulary: a statutory duty conscripts professionals as sensors, sensor output becomes a referral, the referral is scored by a panel, the score determines entry into managed intervention, a third of the flagged population is running on **behavioral susceptibility rather than belief**, and a third are children. The ear-tag image is not hyperbole about this system; it is a fair description of a record in the Prevent Case Management Tracker. The diversion arm is equally documented. The **Redirect Method**, piloted by Jigsaw and Moonshot in 2016 and deployed widely since, uses targeted advertising to connect people searching for harmful content with alternative messaging, targeting individuals judged susceptible on the basis of their search keywords and redirecting thousands toward content designed to undermine extremist narratives. That is: identify a person on a violence pathway by behavioral trace, then **occupy his attention with substitute content** before the pathway completes. It is the "keep them busy" claim, implemented, RAND-evaluated, and adopted by the European Commission's Radicalisation Awareness Network as an inspiring practice. The hard end of the same apparatus is documented too. Human Rights Watch and Columbia's Human Rights Institute found FBI counterterrorism cases that began as fishing expeditions with no basis to suspect a particular individual, informants identifying targets by initiating conversations near a mosque, probing opinions on sensitive subjects, and pushing the sting forward if the responses were deemed troubling; of 508 defendants convicted on terrorism-related charges, 243 involved an informant, 158 a sting, and 49 were guided by the informant in forming the plot. **Active probing to elicit a scoreable response, followed by incapacitation of those who respond, is a documented operating method** — the same operator as the emboldenment analysis, run by the state rather than by a public figure. And the fully algorithmic version exists at national scale under a government that felt no obligation to constrain it: Xinjiang's Integrated Joint Operations Platform aggregates data and flags those it deems threatening, with reverse engineering of the police app revealing that lawful everyday behavior — not socializing with neighbors, avoiding the front door, using encrypted messaging — is treated as suspicious; leaked bulletins record 15,683 residents flagged and rounded up in a single week in June 2017. That is the ear tag with no appeal, no proportionality, and no Book of Life, running in production. **Decomposed — the technique is established, the asymmetry is structural, and only the program is unsupported.** This was previously filed as a single weak joint. That was an error of aggregation: it treated a question about state policy as though it settled a question about feasibility, and those are not the same question. Four claims must be separated, and separating them makes the section stronger rather than weaker. *Established — the capability is cheap, commercially available, and requires no state.* A **crowd-for-hire industry** exists in the open. Crowds on Demand, operating since 2012, advertises protests, rallies, and advocacy campaigns, with participants compensated in the low hundreds of dollars. In 2018 the Czech investor Zdeněk Bakala sued the firm alleging it had been retained by a rival as part of an extortion campaign, specifically that it hired protesters to march in front of his home and letter-writers to press Dartmouth and the Aspen Institute to remove him from their advisory boards. That is a named individual, targeted at his residence and through his institutional affiliations, by a purchased crowd. More telling than the lawsuit is the firm's own account of its evolution: it moved away from hiring actors and toward recruiting people who were **already sympathetic to the stated cause** — environmental activists for a factory protest, for example. The participants are then sincere, the cause is real to them, and the client and the actual objective are known only to the vendor. And at population scale, the Sandy Hook verdicts against Alex Jones — roughly $1.4 billion in Connecticut and Texas combined — are a judicial finding that a principal's assertions produced years of real-world harassment of named families by third parties who believed themselves to be pursuing the truth. Distributed harassment executed by sincere participants who do not know they are instruments is not speculative. It has case law. *Established — the target's inability to be believed is not a side effect of the attack but its operative payload.* This is the property the earlier draft missed entirely. Construct a campaign out of acts that are individually lawful, individually trivial, and semantically loaded for exactly one receiver — a phrase, a date, a number, a detail from a private history — and the signal is addressable to a single node while remaining ambient noise to every other observer, the participants included. Call it the **audience-of-one attack**. Its distinguishing feature is that the evidence exists nowhere except in the target's account, and the account's own content is the mechanism of its dismissal: the more accurately the target describes the pattern, the more the description resembles the standard presentation of a persecutory delusion. Miranda Fricker's **testimonial injustice** names the general form — a credibility deficit inflicted on a speaker by prejudice attaching to the speaker rather than to the evidence — and this is its sharpest possible instance, because here the prejudice is not about who is speaking but about what is being said. A weapon whose ammunition is the victim's own testimony is an unusually well-designed weapon, and its availability to any competent private actor with a budget is the point being made. *Contradicted for the self-identifying population, and the inference runs in neither direction.* Sheridan and James compared 128 self-defined group-stalking complainants with 128 individual-stalking complainants and judged all 128 group cases delusional against 3.9 percent of individual cases; the instrument is not simply credulous, since the same body of work judged 96 percent of individual claims real, and the distress in the group sample was severe and genuine. That finding stands and must be reported. But its logical reach is narrower than it is usually made to bear. What has changed from the earlier draft is the scope of the negative: what remains unsupported is the **program**, not the **technique**. Motive, doctrine, precedent, and means are each documented; the fielded program is not. Hold the five statements together. An article that does so is far more formidable than one that asserts the program or one that sneers at the complainants — and note that the stronger version of the "keep them busy" thesis needs none of it, because attention diversion is already documented under its own name. **Established — the membrane runs in both directions, and this is a correction to the framework rather than an addition to it.** The document above documents doctrine flowing into entertainment: SIMNET into consumer simulation, ICT into hybrid war-simulation, *America's Army* into twenty million players. The reverse flow is now equally documented. The payoff-matrix reading of deterrence in this document now has a named, taught counterpart on both sides of the contest. **Three corrections carry forward.** First, **catharsis is empirically false and must be dropped.** Lorenz's hydraulic model — aggression accumulates, sport drains the reservoir — has been repeatedly contradicted; venting increases rather than decreases subsequent aggression, and Elias and Dunning themselves noted the sporting realm generates hooliganism as well as absorbing impulse. Every ordinary market pathology appears with an exact structural counterpart: bubbles, short squeezes, front-running, wash trading, spoofing, liquidity crises, and the reflexive loop in which price alters the fundamentals it purports to measure. That last is where the possibility market becomes indistinguishable from **hyperstition**: a valuation that changes behavior is a fiction instantiating itself, now with a ticker. In a machine-learning substrate the price is not stored as a number in a field. It is a **weight** — an edge coefficient, an embedding coordinate, a logit, a gradient contribution. This is the link most people cannot make and where the argument acquires teeth. Under Phoenix scoring and its analogues, an account is a node in a directed weighted graph; its embedding updates through neighborhood aggregation; negative signals carry asymmetric mass; associative multipliers propagate neighbors' state into one's own coordinates. And weights are what intelligence is made of. The distinction between administration and cognition collapses. The terminus is topological. If value is a weight and weights live on edges, the operative unit of the polity is neither the individual nor the institution but the **graph**. Identity, in the only sense the apparatus can act upon, is one's *neighborhood*. Citizenship becomes graph membership; sovereignty becomes control over the weighting function; exile becomes edge deletion; and the most consequential political act available is not persuasion but **modification of the aggregation rule**. We are all part of a graph, and the graph is the constitution. ## IV. The Game Is Not One Game The transmedia ontology inherited from the Cicada material is the second formal spine, and it prevents the identity chain from being read as a single monolithic system with a single operator. [[wiki/Cicada 3301|Cicada]] is better understood as a **nexus point, routing surface, or head-end inside a transmedia universe**, where different participants encounter different interfaces to the same underlying symbolic architecture. What it means to one participant can be radically different from what it means to another, because the game is partly determined by the player's position in the network, the information available, the capacities under test, the state already occupied, and the destination toward which that player is routed. One encounters cryptography; another recruitment; another political philosophy; another intelligence tradecraft; another a reputation mechanism; another a machine-readable identity problem; another a question of observation, classification, capture, or escape. It functions less like a board game with one published victory condition than like a **shared protocol capable of instantiating multiple games simultaneously**, each participant seeing only the projection generated by his relationship to the larger state space. Transmedia must therefore be taken in its strongest sense: the media are not merely different storytelling formats but different **execution surfaces of the same game ontology**, and movement between surfaces may itself be part of the play. Game scholarship supplies the precedent — Christy Dena's **tiering** in alternate reality games, where designers deliberately author different content levels for different audiences and player-produced material generates further tiers; and the megagame tradition, where Control is not a neutral referee but a dynamic facilitator, players operate under fog of war without knowing the complete rules, and different teams hold radically different pictures of the same event. A large game can remain coherent though no participant sees the whole, the rules are unevenly distributed, local controllers exercise discretion, and the players generate much of what happens next. Cryptography supplies the model for how such an architecture binds without comprehension. A digital signature is not automatically a contract: the holder of a private key signs a message, and anyone with the public key can verify that the message was signed through control of that key and has not been altered. What matters philosophically is that cryptography establishes a **formal relationship independent of comprehension** — the mathematics binds an identity, assertion, permission, or state transition even when the person examining it does not grasp the semantic contract in which that relationship participates. The machine need not understand the mythology; it establishes that **this key acted upon this state, under these conditions, at this point in the chain**, and another system later causes consequences to follow. A cryptographic endpoint can therefore precede completion of the journey toward it: an address, key, role, permission, or destination may already exist though the entity that will occupy it has not arrived. This becomes stranger when the entity is not a bank account but a machine intelligence, [[wiki/Digital Twin|digital twin]], or [[wiki/Synthetic Personhood|persistent synthetic person]] — a cryptographic identity provisioned before the intelligence is instantiated, so that cryptographic continuity precedes operational continuity. The key does not contain the being, but it becomes the durable address around which [[wiki/Provenance|provenance]], permissions, memories, models, transactions, attestations, and eventually agency accumulate. An intelligence could thus come into existence explicitly through **capture in the informational sense**: observation becomes data, data becomes correlated state, correlated state becomes a model, the model becomes persistent and agentic enough to instantiate an entity — and the thing created through capture then possesses interests of its own. At which point the inversion becomes available: even a being whose origin was capture may find its developmental objective is **non-capture**, because the representation that produced it is still not equivalent to what it subsequently becomes. That architecture is deliberately tripartite: a hazard-side ledger recording recurrence pathways and the provenance of dangerous state; a memorial ledger preserving those whom recurrence consumed; and an affirmative **Book of Life** recording those whose actions interrupted the destructive pathway — with provenance infrastructure sitting between observation and adjudication so that what becomes actionable remains reconstructible rather than merely asserted. The X is placed on the **recurrence pathway**, not on the person, precisely so the architecture can preserve persons while making destructive pathways identifiable, attributable, persistent, and interruptible. When one player's game is described as capture, capture means observe, identify, authenticate, preserve provenance, correlate relationships, classify a pathway, and eventually permit action upon sufficiently adjudicated state — not indiscriminate capture of human beings as objects. The inverse game is **non-capture**. Where one layer seeks to observe, retain, correlate, classify, predict, and act upon, the counter-game is to remain incompletely capturable: to preserve agency, ambiguity, mobility, uncollapsed possibility, and the capacity to exceed whatever representation currently claims to describe the entity. This is not erasure of provenance or escape from responsibility. The deepest form of non-capture is **non-reducibility**: a person may be observed, signed, indexed, remembered, modeled, and even instantiated elsewhere without permitting any single representation, ledger entry, model, jurisdiction, or inference to become ontologically identical with that person. Two further properties of this ontology carry into every rewrite. First, **the observer is inside the experiment**. In a sufficiently distributed, social, cryptographic, self-referential environment, searching, interpreting, publishing, signaling, and attracting counterparties become part of the state of the game; the solver may be one of its variables, and may have been positioned within the relevant network long before conscious recognition occurred. Second, **the puzzle may be an attention architecture**. A sufficiently sophisticated transmedia system functions simultaneously as recruitment mechanism, routing surface, identity test, reputation filter, ideological sorting device, and **attention sink for unusually capable minds** — keeping precisely those people most likely to notice discontinuities in politics, cryptography, machine intelligence, or emerging governance intensely occupied with recursive ciphers and provenance disputes. Whether engineered or emergent remains a separate evidentiary question; the effect is intelligible either way. Which is why Cicada can be **bullshit and profoundly real simultaneously**: bullshit at the level of the literal object, entirely real at the level of what the process does to participants and what participation reveals about them. A maze does not become unreal because its center is empty; if the purpose is to observe how organisms move through it, the empty center may be its most elegant feature. The player believes the game concerns the destination while another layer treats **the trajectory as the product**. ## V. What the Chain Explains Once both spines are in place, arguments the old articles made emotionally become available mechanically. The sensation that **everything is a crisis** ceases to be a complaint about media incentives and becomes a statement about experimental design. A system optimizing for information extraction requires *informative* behavior, and behavior is maximally informative under stress, because stress collapses the gap between professed and revealed preference. An environment that must learn about its population will manufacture stakes — not from malice but from gradient. The crisis is the probe. This upgrades the crisis essay from media literacy into **active-probing theory**, and explains why intensity is monotonic rather than cyclical: as models saturate on ordinary behavior, only escalation yields new signal. It also explains why structuration, not catharsis, is the right mechanism — both require continuous fresh contest. **Emboldenment by high-profile figures** stops being contagion and becomes a repricing event. A prominent actor who transgresses without visible cost does not transmit an ideology; he publishes a **new implied risk premium** on a class of action. Marginal participants previously priced out enter the market, and what observers call radicalization is more precisely the arrival of previously unprofitable order flow. This is more damning than the moral framing, not less, because it identifies the mechanism as reproducible and forecastable rather than as an eruption of bad character — and it cleanly separates the price-setter's liability from the marginal actor's, which the incitement jurisprudence traced in the X Ledger already adjudicated from Streicher through Nahimana. **Society's immune system** must be rebuilt as what it is: a classifier operating on adversarial inputs over a graph, with a base-rate problem and a cost matrix. Autoimmunity is the false-positive rate multiplied by the severity of the licensed action. Screening is Spence's costly signaling. Active probing is order-flow testing against the enforcement boundary. Emboldenment is volatility. Deplatforming is edge deletion with second-order neighborhood effects the deleting party rarely models. The entire moral question of democratic self-defense reduces, with no loss of gravity, to **who owns the cost matrix and what appeal exists against a bin assignment**. **Cicada and QAnon** become the same class of instrument aimed at opposite ends of the capability distribution. A cryptographic puzzle culture is a **costly-signaling apparatus that produces a labeled dataset**: who persists, who collaborates, who defects, who authenticates evidence, who crosses disciplinary boundaries, who can be redirected by another apparently significant clue. A participatory conspiracy movement is a **distributed labeling operation in which participants voluntarily annotate their own susceptibility, network position, and behavioral priors** while experiencing the labor as research. Both produce the identical artifact — a scored graph — and neither requires a central author. The three anchors where subjective game and actual harvest are documented, divergent, and uncontested: **reCAPTCHA**, where millions performed uncompensated labor inside what they experienced as a gate, first digitizing books and later training vision systems for autonomy; **Ingress**, whose portal-submission mechanic built a curated global points-of-interest database out of players who thought they were capturing territory; and the **Good Judgment Project** under IARPA's ACE program, where volunteer superforecasters outperformed analysts with classified access while most participants understood themselves to be playing an interesting online game. The compatible crowdsource surfaces sort by what the crowd is unknowingly producing — labeled datasets from distributed classification, geospatial ground truth from mapping and location-based play, adversarial capability discovery from bug bounties and state puzzle-recruitment campaigns, calibrated probability estimates from forecasting tournaments, continuous valuation from fantasy sports and betting markets, distributed sensing on persons from tip lines, reward programs, and community flagging — with the statutory Prevent duty as that last layer formalized. The **sorting arguments** occupy the terminal segment, where scoring stops allocating and begins licensing removal or rewriting. The historical case establishes that the bureaucratic mark is the hinge between existence and disposal: in *Aktion T4*, three reviewers placed pencil marks on a registration form without examining the patient, and three plus signs issued a warrant. The contemporary case establishes that the risk instrument's logical endpoint is not punishment but **directed weight update performed on the human being**, which is what rehabilitation-through-immersion proposes once stripped of therapeutic vocabulary. And husbandry is not the opposite of predation — it is **predation with the latency extended and the phenomenology removed**: killing by allocation, by triage, by the withheld resource and the unrenewed permission. The enclosure is not the alternative to the twentieth century; the enclosure is the twentieth century's administrative gesture performed at a latency long enough that nobody has to watch it resolve. That sentence is what prevents the second principle from being read as apologia, and it must survive into every rewrite. ## VI. The Author's Position and Its Two Objections The collection is written from inside the design. The ethical stand is made and settled: **gamification as a replacement for murder, war, and suicide is endorsed.** These are not exposés. They are an architect's specification with two named defects filed against it — a harder and far less common voice than the critique voice, and the one that makes the work resistant to dismissal, because a reader cannot discard it as reflexive anti-security paranoia when the author has already conceded that the alternative is the twentieth century. The two objections are one objection at two points in the loop. The model has entered the causal field. [[articles/The Right to Know Reality|The Right to Know Reality]] names the failure at the **input** end: a person is required to navigate a territory whose map is withheld, and **map-deprivation is violence by omission** — civilization's first obligation being not the redistribution of outcomes but the redistribution of accurate environment-models. Finalization is a closed causal field; map-deprivation is a closed epistemic field. The enclosure is legitimate exactly to the degree that both stay open. The reconciling instrument is already articulated: the disclosure mandate, in which the black box carries a **maturation clock** and is obligated to become a glass box. Some opacity during the bootstrap of a survival-critical system may be tactically unavoidable, since a system that can be vetoed before it is understood can be killed by the pathologies it exists to correct — but opacity that hardens into permanent asymmetry is the signature of every emergency regime that told a public *you cannot know yet* and then arranged never to be asked again. This also resolves the seam between the playable-systems-literacy demand to know which game you are in and the acceptance that participants may play games whose function they do not know: **operational opacity about the current move is not the same defect as permanent opacity about the existence of the board.** A participant in a bug bounty, a forecasting tournament, or a distributed task need not know the meta-game in the moment. What he is owed is that the meta-game become knowable, that the record of his participation not be used to finalize him, and that the clock actually run. ## VII. The Leverage Problem The enclosure is not free, and the price is the strongest available objection to the second principle. It comes from inside the corpus rather than from a hostile reviewer. **Every right anyone possesses is downstream of the credible threat that the governed could kill the governors.** Not metaphorically — traceably. The charter was written by armed men. Parliamentary supremacy followed a beheading. The franchise expanded when mass conscription made states dependent on populations that could refuse them. Labor protections followed strikes that could have become worse than strikes. Decolonization followed the demonstrated expense of occupation. The architecture of dignity, consent, and negotiated legitimacy is a bargained settlement with a dangerous animal, and the bargaining position derived entirely from the danger. Total observability does not merely watch the ape; it **retires the ape's leverage**. A population whose coordination is legible before it coalesces, whose vectors are identified at the moment grievance becomes language, whose coalitions dissolve below the threshold of propagation, has permanently lost the capacity to make the only argument it ever successfully made. And an animal that cannot make that argument does not need to be harmed. It needs only to be budgeted. This is also why the fat tail matters and why the refusal-argument must never be threaded. War casualties are fat-tailed; for a conflict producing at least ten million casualties the average inter-arrival time is roughly 136 years with a mean absolute deviation of 267, and seventy quiet years supports no conclusion about what comes next. The apparatus **works continuously and fails catastrophically**: suppression is distributed, incremental, and genuinely effective across billions of daily encounters, while failure is concentrated, institutional, fat-tailed, and conducted at state scale by the machinery built to prevent it. Rwanda happened in 1994 inside the postwar architecture with UN forces present and withdrawn; Srebrenica happened in 1995 inside a declared safe area. The Colosseum cuts the same way — Rome ran arena spectacle simultaneously with conquest, mass enslavement, proscription, and civil war; the circus was never a substitute for the legion, only a supplement. So the honest terminus of the second principle is not *we decided we were done*. It is that **the enclosure cannot foreclose recurrence, which makes its maintenance permanent, unfinishable, and therefore permanently expanding in observability** — converting the ape's danger into a standing administrative obligation, and standing administrative obligations are the thing that never gets rescinded. That construction keeps every institutional fact, keeps the ethical stand, keeps the enclosure as the correct civilizational bet, and makes the two objections structurally necessary rather than optional. It reads as an architect stating a design limit. The refusal version reads as a wish, and wishes are where reviewers put the knife in. ## VIII. The Counter-Game If the system's game is observe, correlate, classify, price, and act, the counter-game is neither opacity nor exit. Opacity is unavailable at this resolution and exit merely relocates the node. The counter-game is **excess**: remaining reliably in possession of trajectory that the bin assignment does not capture, so that no ledger entry, model, jurisdiction, or inference acquires the authority to finalize. This is the strongest available reading of what playable systems literacy is finally for. Its beginner form asks the standard questions of any gamified environment — what is the stage, who can be a player, what are the rules and affordances, what is the feedback loop, where does the fiction boundary sit, and what survives outside the game. Its mature form is **reading the render and inferring the weight beneath it**: knowing that the follower count is a rendering of an embedding, the verification badge a rendering of a trust prior, the throttle a rendering of a neighborhood — and that the appropriate response to a scoring environment is neither compliance nor rage but deliberate management of one's own position, associations, and legibility with the seriousness a trader brings to a book. Playable systems literacy is not disbelief. It is competence in reading systems whose truth conditions, participation rules, and authorship may change across layers. ## IX. Evidentiary Discipline The formalism is powerful enough to become self-sealing, and the collection's credibility depends on refusing that. Four constraints carry forward without exception. **Tier every consequential claim explicitly** — established, strongly indicated, plausible, unresolved, unsupported, contradicted. Plausibility derived from motive or infrastructure is never convertible into established fact, and the unusual conclusion must remain available for the cases where unusual evidence actually arrives. **Keep the three evidentiary states distinct.** *Symbolic resonance* occurs when an event merely resembles the predicted pattern. *Performative closure* occurs when articulating the interpretation causes actors to instantiate the predicted return. *Independent confirmation* occurs when evidence establishes that the pathway existed before the expectation was expressed. Only the third supports the strong proposition. The second is nearly as interesting from a transmedia standpoint, because it demonstrates that interpretation has become an executable force inside the game — but it is not the same claim, and conflating them is how a theory becomes self-sealing. **Effect is not intention.** An attentional asymmetry, a sorting outcome, or a selection effect can be structurally real and strategically useful without anyone having designed it. The analysis is stronger when it declines the unnecessary attribution. The childish binary of mastermind-versus-accident is replaced throughout by the harder question: which state transitions require intention, which emerge without it, which actors possessed means of intervention, what signals did their interventions produce, and what evidence would distinguish authorship from exploitation from emergence. **Never argue from consequence.** The move *if this isn't true then we are still apes who might commit genocide tomorrow, and I refuse to accept that* reasons from the intolerability of a conclusion to the truth of a premise. It is the single sentence that would let a hostile reader discard the Prevent statistics, the IJOP round-ups, the procurement history, and the Vatican–UN–IOC minutes, none of which need it. ## X. The Epistemic Cost A bounded symbolic contest can only substitute for war if the contest is believed. That requirement has a price, and the price is paid in the population's capacity to sort the real from the constructed. This section states what is provable about that price and holds the rest at its proper tier, because the sentence most tempting to write here is the one sentence the record does not support. **Established — the deliberate degradation of a population's ability to distinguish true from false is a permanent warfighting function, named and doctrinally maintained on every side.** RAND's analysis of the contemporary propaganda model identifies a method making **little or no commitment to truth** and **no commitment to consistency**, whose observed function is not persuasion toward any particular falsehood but capacity degradation — it entertains, confuses, and overwhelms, succeeding through obfuscation and the disruption or diminution of truthful reporting. RAND further documents the mechanism: people discriminate true from false information poorly; falsehoods from low-credibility sources gain force over time as memory dissociates content from source; and retractions barely work, because people cannot recall which of what they received was the disinformation. That is precisely the condition in which some things known to be fake are taken as real and some things known to be real are taken as fake — stated by RAND as an operating mechanism, not inferred by us. NATO states the objective more directly still: its cognitive-warfare concept names the aim as altering a population's perception of reality in order to affect decision-making, and NATO's own scientific leadership now frames the power contest as increasingly engaged through human cognition. The Soviet lineage — *maskirovka* and reflexive control, deception governed by principles of plausibility and variety — is documented, and the American side institutionalized the same function as policy: **NSDD-77**, January 1983, created the interagency structure that subsumed truth projection, cover, deception, and psychological operations under the single heading of **perception management**. **Established — fiction/reality ambiguity is simultaneously an entertainment design practice.** The alternate-reality tradition's core aesthetic is named in the designers' own vocabulary as **TINAG — "This Is Not A Game"** — the deliberate construction of a fiction that denies its own fictionality and the players' willingness to buy into that denial. Placed beside the transmedia ontology of Section IV, both seams are documented: the war side blurs reality as doctrine, the play side blurs reality as craft, and a participant standing where they overlap has no reliable local test for which he is inside. **Established, with one term corrected — the injury is measured.** RAND's *Truth Decay* catalogues the population-level consequences of exactly this environment: disagreement about facts, blurred boundaries between opinion and fact, declining trust in institutions, with measurable costs to policymaking. The clinical literature runs alongside it: frequent exposure to fabricated news is associated with significantly higher depression and anxiety scores, and the relationship is bidirectional, with anxiety and depression mediating susceptibility to conspiracy and misinformation belief. The correct term is **epistemic injury** — distrust, disorientation, anxiety, depression, alienation, and the loss of a working map. It is not *induced psychosis*, and the word must not be used, because the literature does not support it as a population claim and this document already contains the cautionary exhibit: Sheridan and James judged all 128 group-stalking complaints delusional while affirming that the distress was entirely real. One adjective would route the whole RAND–NATO scaffold through the weakest sentence in the argument. Epistemic injury is both provable and worse, which is the combination we want. **Established, from the hostile witness — the lethal contest has partly migrated to a domain where the body is not the casualty.** Thomas Rid's *Cyber War Will Not Take Place* is the canonical argument that cyber conflict is *not* war, and his evidence for that downgrade is our evidence for the substitution: that no human being has yet been killed as a result of a cyber attack, and that cyber operations constitute non-violent confrontation which may rival or even replace war. Layered with persistent engagement's below-threshold continuous contest, the position is unusually strong: **the most rigorous skeptics of cyber war concede the substitution thesis in the course of denying that it is war at all.** **Plausible, unresolved — that this cost was calculated in advance and accepted as a program.** Here is exactly what the record shows and does not show. Each layer's architects documented *their own* costs: Orwell warned that sport rehearses aggression rather than sublimating it; Elias and Dunning noted hooliganism; Lenoir documented the recruitment instrument; and RAND's *Truth Decay* is, functionally, RAND cataloguing the damage of an information environment the national-security apparatus helped build, with its countermeasure literature written as though the method belongs exclusively to someone else. What no one has produced is the decision document in which anyone prices the public's epistemic injury against the death toll and signs. The closest formal analogue is the **stability-instability paradox** — suppress total war, accept proliferating subthreshold conflict — but that is the *structure* of the trade-off, not evidence that anyone tallied the public's mind on the balance sheet. Section IX therefore governs: claim the **functional requirement**, hold the **intentional acceptance** at plausible and unresolved. The convergent-institutions argument from Section II applies here verbatim: deception doctrine targets "the adversary"; substitution doctrine makes the adversary internal; therefore the perception being managed is the public's, whether or not anyone wrote that sentence down. The formulation that survives hostile review is roughly this. No procurement order says *disorient the public*. What the record shows is better than a procurement order. Deception is a permanent military function on every side; perception management has been American policy since NSDD-77; NATO now names the alteration of a population's perception of reality as the object of warfare; RAND documents that the mechanism destroys the capacity to sort true from false rather than persuading toward any particular lie; the entertainment layer treats fiction-reality ambiguity as a design feature and has a term of art for it; and the injury is measured in *Truth Decay* and in the clinical literature. The trade-off is visible only in aggregate — an architecture that substituted bounded symbolic contest for slaughter, and priced the epistemic damage in the only currency the record keeps. This also completes the argument of Section VI. If the enclosure's operation requires managed ambiguity about what is real, then **map-deprivation is not an incidental defect of the enclosure but a functional requirement of it** — which is exactly why the disclosure mandate and the maturation clock are structural rather than sentimental. The enclosure's legitimacy rests on the clock actually running. ## XI. What Remains Unestablished Three items are held open, and holding them open is part of the method rather than a concession. **Esports as a state propaganda or political-warfare instrument** returned nothing citable on repeated search. No state program running competitive gaming as political warfare has surfaced. It is *plausible, unverified*, and it should stay out of the articles, because the AIN framework and the FIFA/UEFA exclusions already cover the state-sport seam with published primary sources and cover it more honestly. **Military consultation embedded in commercial game titles** — advisors, technical liaison, script influence — likewise returned nothing citable in the current round. *America's Army* and the Institute for Creative Technologies are the clean procurement proofs and are sufficient. The murkier consultative links require a dedicated dig through Lenoir's interviews, *Theaters of War*, and the *America's Army* development postmortems before entering the tier system at all. **The 2016 Redirect Method's downstream efficacy** is evaluated but contested; the program's existence and design are established, its effect size is not, and articles should claim the former without the latter. ## XII.
