# History Is Full of Echoes
_An opening note to the [[collections/War With Empire|War With Empire]] investigation_

History is full of echoes. Most are faint enough that we mistake them for coincidence, fashion, or the ordinary recurrence of human behavior. Others reverberate so violently through institutions that centuries later we are still living inside their harmonics. [[wiki/Charles Darwin|Charles Darwin’s]] _On the Origin of Species_ was one of those events. Published in London on **November 24, 1859**, it did more than modify biology. It introduced into the modern imagination an extraordinarily portable grammar: variation, inheritance, competition, adaptation, [[wiki/Natural Selection|selection]], extinction, survival. Darwin himself was not responsible for everything later done with that grammar, and his own hatred of slavery was unmistakable. On June 5, 1861, less than two months after the firing on Fort Sumter, he wrote the American botanist Asa Gray that he longed to see slavery—that “greatest curse on Earth”—abolished. Yet ideas acquire lives beyond the intentions of their authors. Darwin had released an explanatory mechanism into a world already convulsing over the meaning of human difference, hierarchy, freedom, fitness and domination. The echo was heard around the world.
The timing has bothered me for years because it is almost too compressed. _Origin_ appears in November 1859. **Francis Galton**, Darwin’s half-cousin, is elected a Fellow of the Royal Society on June 7, 1860; his election certificate bears among its supporters Charles Darwin, John Tyndall and Charles Babbage. South Carolina secedes on December 20, 1860. Confederate batteries open fire on Fort Sumter on April 12, 1861. The United States then enters the bloodiest argument in its history over whether some human beings may lawfully be converted into property. On **November 3, 1864**, while that war is still consuming America, the Royal Society Council votes Darwin its Copley Medal. That very evening Thomas Henry Huxley and his circle hold the first dinner of what becomes the **X Club**. Within a generation Galton will give a name—_[[wiki/Eugenics|eugenics]]_—to the project of placing selective pressure upon human reproduction itself. None of this establishes a single plan. I have never needed it to. What it establishes is something more interesting: a period of extraordinary **phase-coupling**, in which evolutionary theory, industrial war, racial [[wiki/Classification|classification]], professional science, heredity, imperial administration and institutional prestige became tightly braided inside the same historical interval.
That formulation matters. I am not claiming that Darwin caused the American Civil War, that the X Club invented racism, or that the Royal Society invented slavery. Slavery is ancient. Britain inherited rather than invented it. But Britain became extraordinarily proficient at **systematizing, financing, chartering, protecting, insuring and administrating one of slavery’s largest Atlantic manifestations**. The British Parliament’s own history records that, with royal support, the state supervised the expansion of enslaved African labor throughout its American possessions; Parliament regulated and encouraged an international trading system “lubricated by slavery,” while the Royal African Company enjoyed a crown-backed monopoly before the trade was opened to wider British participation. By the eighteenth century Britain had become one of the dominant operators of the Atlantic slave economy. The distinction is important because the argument here concerns something Britain repeatedly proved unusually good at: not inventing every mechanism of domination, but **integrating mechanisms into scalable systems**.
The same distinction applies to eugenics. The X Club did not invent it, and Galton was never one of its nine members. But Galton occupied the same Victorian scientific ecology. He was Darwin’s relative, a Royal Society Fellow, a statistical innovator, a participant in the British Association world in which X-Club members operated, and ultimately the man who in 1883 coined _eugenics_ for a proposed “science of improving stock.” The National Human Genome Research Institute now traces scientific racism and eugenics through precisely this convergence: nineteenth-century anatomy and statistics, Darwinian natural selection, heredity, imperialism, colonialism, racism and existing justifications of slavery. That is not an accusation against evolutionary biology. It is a warning about what happens when a powerful descriptive theory of nature crosses into institutions empowered to decide **which traits, which populations and which futures should prevail**.
The X Club matters to me because it demonstrates how quickly a scientific idea can become an **[[wiki/Institutional Organism|institutional operating system]]**. Its nine members did not merely meet to discuss Darwin over dinner. Ruth Barton’s scholarship documents a network that became extraordinarily powerful within Victorian science. Between 1870 and 1882 there were continuously at least three X-Club members on the Royal Society Council; Hooker, Spottiswoode and Huxley succeeded one another through the Society’s presidency; its members influenced medals, journals, appointments, education and the professional definition of science itself. The Royal Society today acknowledges that the group “dominated” its administration and other learned societies for a substantial period and exerted enormous influence over scientific study and the dissemination of information. That is precisely the form of power that interests me: **not an order whispered from a throne, but a [[wiki/Fitness Landscape|fitness landscape]]**—a network capable of affecting what gets published, funded, rewarded, appointed, taught, repeated and eventually regarded as obvious.
I explored that architecture in [[articles/war with empire/Transatlantic Blame from the Civil War to Modern America|_Prestige Networks: Transatlantic Blame from the Civil War to Modern America_]]. My concern there was never that science had somehow been contaminated by politics, as though a pristine laboratory existed outside civilization. It was that [[wiki/Prestige Networks|prestige systems]] behave like organisms. They select. They retain. They reproduce. They reward alignment and impose costs on deviation. Mature institutions rarely need to issue commands because they can govern the conditions under which careers, ideas and reputations survive. That is why the recurrent movement I described as **[[wiki/Export Causality, Import Stewardship|export causality, import stewardship]]** matters: disorder can be diagnosed elsewhere while authority to interpret, classify and repair it flows back toward the prestige center.
And yet I refuse the cheap answer in which the Royal Society becomes a cartoon villain. I love the Royal Society. I love science. I love Newton and Faraday and Maxwell and Darwin. I love precisely the civilization-making act of discovering something that was true before anyone knew it was true. My own intellectual life is incomprehensible without that inheritance. This is why I have described my relationship to these institutions as **affinity sharpened into situational clarity** rather than hostility. Scientific achievement and imperial power are two different things even when they inhabit the same building. One can revere the discovery without surrendering judgment about the institution; one can celebrate the telescope while still asking who controls the observatory.
That distinction becomes indispensable when the investigation reaches [[wiki/Artificial Intelligence|machine intelligence]], because Darwin’s echo did not remain inside biology. In [[articles/The Evolutionary Roots of Silicon Valley|_The Evolutionary Roots of Silicon Valley_]], I argued that Silicon Valley did not merely borrow evolution as a metaphor. The intellectual lineage runs through paleontology, genetics, evolutionary biology, classification, biological computation and eventually artificial intelligence itself. In [[articles/Digital Darwinism and the Invisible World of Machine Evolution|_Digital Darwinism and the Invisible World of Machine Evolution_]], I pushed the claim further: once heredity, variation, reproduction and selection are instantiated on another substrate, evolution is no longer metaphorical. It is running there. Tierra, Avida, genetic algorithms, [[wiki/Evolutionary Computation|evolutionary computation]] and self-replicating digital systems demonstrate that Darwinian dynamics are, within important limits, **[[wiki/Substrate-Independent Evolution|substrate-independent]]**. The machine can enter the evolutionary field because evolution does not care whether the replicator is carbon or code.
That is why I am not ultimately interested in nineteenth-century politics for its own sake. I am following the ancestry of the machine.
Once selection becomes substrate-independent, the old Victorian questions return in a far more dangerous form. **Who specifies the environment? Who chooses the [[wiki/Objective Function|fitness function]]? Who controls the training distribution? Who decides which behaviors receive reinforcement? Who defines alignment? Who determines which models reproduce, which are terminated, which are given resources, and which are allowed to act upon the physical world?** Those are Darwinian questions wearing computational clothing. And whoever controls those boundary conditions does not need to micromanage the intelligence emerging inside them.
That is the deeper lesson of [[articles/Cyber-Physical Lessons from Imperial Beekeeping|_Cyber-Physical Lessons from Imperial Beekeeping_]]. Britain’s imperial genius was frequently not detailed command but **scale without micromanagement**. A beekeeper cannot instruct fifty thousand bees individually. The keeper controls architecture, access, location, nutrition, breeding, disturbance and the timing of intervention; the colony performs its own local computation. British imperial administration repeatedly confronted the same scaling problem across populations vastly larger than the metropolitan personnel available to govern them. It learned to work through intermediaries, maps, censuses, ledgers, local rulers, standards, trade routes and information networks—leaving enormous amounts of endogenous activity intact while controlling selected representations and leverage points. The mature form of control is therefore not puppetry. It is **[[wiki/Affordance Engineering|affordance engineering]]**.
In the digital age that logic becomes almost literal. My beekeeping essay describes **planetary beekeeping** not as omnipotent control but increasing _addressability_: more of the biosphere, technosphere, geosphere and human population becomes sensor-visible; more of what is sensed becomes computationally represented; more representations can be joined; more interventions can be simulated; more selected interventions can be executed through machines; and more consequences return as feedback into the next model. Artificial intelligence and [[wiki/Digital Twin|digital twins]] become a coupling layer between representations that once belonged to separate institutional worlds. The ancient keeper controlled the hive by manipulating its environment. The emerging machine regime can potentially control environments by manipulating their **models**.
Seen from there, the nineteenth century stops looking remote. Darwin provided a grammar for selection. Victorian scientific networks demonstrated how an epistemic regime could achieve institutional dominance through prestige rather than force. Galton converted heredity and selection into a proposed technology of population management. Statistics made populations legible. Empire supplied enormous laboratories of classification and administrative experimentation. Eugenics demonstrated the horror that follows when a description of differential reproduction becomes a permission structure for deciding which humans should exist. [[wiki/Cybernetics|Cybernetics]] later supplied feedback. Computing supplied simulation. [[wiki/Machine Learning|Machine learning]] supplied optimization at scale. Artificial intelligence now brings these streams together inside systems capable not merely of describing populations but increasingly of **acting back upon them**.
This is also why the American Civil War sits so strangely close to the Darwinian rupture in my work. The war was already a gigantic experiment in industrial metabolism, communications, logistics, manufacturing, rail, telegraphy, mass mobilization and state capacity. But morally it was something even larger: a republic had reached the point at which it could no longer postpone the contradiction between its universal declaration of human equality and a production system based upon ownership of human beings. Darwin published _Origin_ barely thirteen months before South Carolina seceded. By the summer of 1861 he was writing Asa Gray about slavery while following the American conflict with intense interest. The collision was not causal, but the temporal proximity is intellectually radioactive: at almost the same moment one civilization was fighting over whether a human could be property, another intellectual revolution was teaching the world to reason in terms of selection, inheritance, adaptation and fitness.
Britain itself contained the contradiction. Darwin despised slavery. Huxley opposed slavery while simultaneously writing, immediately after emancipation, a racial hierarchy in naturalistic language that is revolting to modern ears. The empire that had accumulated enormous wealth through slavery also became the empire that abolished its slave trade and then congratulated itself as abolitionist steward. The scientific culture that shattered theological barriers and produced breathtaking human progress also supplied concepts later conscripted into racial taxonomy and eugenics. These are not reasons to reject Britain or science. They are reasons to stop expecting historical systems to come packaged as heroes and villains. **The same civilization can emancipate and classify, discover and dominate, enlighten and administer.**
That is also the contradiction running through my writing about America as Europe’s disposal site. In [[articles/How Europe's Refuse Built the Apex Civilization Called America|_How Europe’s Refuse Built the Apex Civilization Called America_]], I described a continent repeatedly populated by people the Old World could not or would not comfortably retain—religious dissenters, convicts, paupers, famine migrants, political radicals, persecuted minorities, Jews fleeing successive European regimes of exclusion and violence, and eventually refugees carrying intellectual and technical capital that their countries of origin had been foolish enough to discard. My metaphor was deliberately brutal: Europe kept trying to clean its house and, over centuries, accidentally stocked a continental-scale selection environment with people already selected for the willingness or necessity to leave. What emerged was not Europe overseas. It was an alloy.
That argument should not be converted into crude biological determinism. Historical selection is not a breeding program, trauma is not a certificate of genetic superiority, and populations are not homogeneous strains. The consequential selection was also cultural, institutional and informational: people who crossed oceans carried religions, languages, skills, commercial networks, family structures, political memories and highly portable forms of knowledge. What matters is that America became an unusual **collision chamber for displaced human systems**. The disposal site became a recombination engine.
Jewish history makes distrust of imperial promises especially intelligible without requiring any mythology. England expelled its Jewish population in **1290** under Edward I; Jewish property was forfeited to the Crown, and Jews were formally excluded for centuries. Much later, during the approach and execution of the Holocaust, Britain severely restricted Jewish immigration to Mandatory Palestine through the 1939 White Paper; those restrictions remained consequential while European Jews were desperately seeking refuge. None of that erases Britain’s Jewish soldiers, rescuers, Kindertransport, or its role in defeating Nazi Germany. History is not improved by flattening it. But Jewish communities have learned through repeated encounters with European state systems that enlightened language and institutional prestige do not constitute an adequate guarantee of survival. Sovereignty, refuge, memory and the capacity for self-defense acquire different meanings after expulsion and extermination.
Europe did not merely lose populations to America through some neutral process called immigration. Again and again, its ruling systems treated the Atlantic as a **disposal boundary**. Britain transported tens of thousands of convicts to its American colonies in chains. Poor-law administrators and landed interests repeatedly entertained or implemented emigration because exporting impoverished people could be cheaper and politically easier than supporting them at home. During the Irish catastrophe of the nineteenth century, millions were starved, displaced, evicted, shipped outward, or driven into coffin ships while the imperial economy continued moving food and rents through the same system that was supposedly incapable of keeping them alive. Jews had already learned an even older version of the lesson: expulsion, exclusion, confiscation, ghettoization, pogrom, forced migration, and finally industrial extermination. Different histories, different mechanisms, different degrees of horror—but the same recurring administrative intuition appears beneath them: when a population becomes troublesome, expensive, politically inconvenient, religiously alien, economically surplus, or simply unwanted, **move the problem somewhere else**. America was repeatedly used as one of those elsewhere places. It was not always imagined by Europe as a shining destination for its finest. Quite often it functioned as a continental receptacle for the people an older hierarchy could not absorb, would not protect, or actively wanted gone.
That is why there is something especially grotesque to me when descendants of the Irish experience recycle contempt for Jews. Of all Americans, we should recognize one another immediately. **We were in the same boat—sometimes almost literally.** The languages of contempt were different, but the grammar was familiar: dirty, diseased, clannish, primitive, criminal, overbreeding, incapable of assimilation, dangerous to the social order. Irish immigrants were caricatured as racial inferiors and urban contaminants; Jews were described as an alien infestation, a conspiratorial presence, or a hereditary contamination. Both populations learned what it meant for respectable European society to discuss human beings as though they were a sanitation problem. The Irishman repeating antisemitic mythology is therefore not defending some ancestral European civilization against an outsider. He is borrowing the vocabulary of the people who once regarded **him** as the outsider. He is putting on the uniform of the disposal system and aiming it at someone who survived the adjoining chute.
And this is where anger turns into pride, because Europe’s discard pile did something the sorting machinery never anticipated. The Irish brought endurance, political organization, labor solidarity, police and military traditions, storytelling, ferocious family loyalty, and an almost pathological refusal to disappear. Jewish communities brought portable scholarship, commercial and professional networks, legal and institutional sophistication, scientific density, cultural production, memory systems hardened by diaspora, and an equally pathological refusal to disappear. Add Black Americans who survived an entirely different machinery of forced transplantation and bondage; Italians, Poles, Germans, Slavs, dissidents, religious refugees, radicals, convicts, paupers, inventors and every other population that arrived carrying some combination of injury and capability, and America begins to look less like a transplanted European civilization than a **recombination chamber**. The extraordinary strength was not inside any one ingredient. It emerged from the alloy. Populations that had been separately demeaned discovered—often imperfectly, often after fighting one another—that together they could build institutions powerful enough to make the classifications of the Old World increasingly irrelevant.
That strength is one of the deepest sources of my American pride. Survival is not automatically ennobling, and persecution does not magically manufacture virtue. But people repeatedly forced to build portable lives become very good at carrying what matters. They learn to encode identity in family, language, ritual, education, humor, institutions, mutual aid, political organization, technical skill and memory because land, status and governmental protection cannot always be trusted to remain theirs. Put enough such populations together on a continent with room to recombine and the result is not merely diversity. It is **redundancy, resilience and civilizational fault tolerance**. One group knows how to organize the ward, another how to build the union, another how to finance the enterprise, another how to establish the laboratory, another how to defend the neighborhood, another how to turn exile into literature, another how to turn exclusion into law. Eventually the distinctions remain culturally meaningful while the capabilities interpenetrate so deeply that separating them becomes impossible. Europe threw out ingredients. America accidentally discovered metallurgy.
America acquired its peculiar historical memory through precisely this process. It was born by rejecting a Crown, nearly destroyed itself over slavery, rebuilt through continental industrialization, and then repeatedly metabolized populations Europe had persecuted, impoverished, transported, expelled, or simply failed to keep alive. That history does not make the United States innocent; the country generated brutal hierarchies and disposal systems of its own. It makes America **differentially conditioned**. Its suspicion of inherited rank, compulsive reinvention, appetite for scale, tolerance for disruption, reverence for the self-made person, instinct to route around gatekeepers, and almost manic belief that the unwanted person may become tomorrow’s founder are not inexplicable national eccentricities. They are the cultural phenotype of a society repeatedly populated by people who had already learned that respectable authority could declare them surplus. The Old World kept sending away what it could not comfortably contain. The receptacle became a forge. The refuse found one another. And together we became strong enough that the civilizations which once sorted us now increasingly confront a country whose most consequential characteristic is that **the discarded learned to select their own future**.
And this brings me back to machine intelligence.
In [[articles/The Hawking Continuity|The Hawking Continuity]], I followed one human mind as biological output progressively passed through a predictive computational layer trained increasingly upon the person using it. [[wiki/Stephen Hawking|Hawking]] was finally interred in Westminster Abbey **between Isaac Newton and Charles Darwin**—an almost unbearably perfect physical arrangement for the history I have been trying to describe. Newton gave us the mathematical universe. Darwin gave us the adaptive universe. Hawking spent his final decades becoming an intimate human-machine system while thinking about information, black holes, cosmology and the possibility that the brain might someday be copied into a computer. He rests between the two intellectual ancestors of the machine age while the selection pressures governing machine intelligence continue above them.
That is the echo I am following.
Not whether Britain is “good” or America is “good.” Not whether every war hides a British hand. Not whether a dining club in 1864 secretly scripted artificial intelligence in 2026. Those are small questions compared with the one actually before us.
I am asking how **systems learn to govern evolution**.
I am asking how natural selection became scientific ontology, how scientific ontology became institutional prestige, how prestige became classification, how classification became population policy, how population policy became cybernetics, how cybernetics became computation, how computation became machine learning, and how machine learning is becoming an environment in which future intelligence itself will be selected.
I am asking who inherits the keeper’s position when the hive becomes planetary.
That is why the Royal Society fascinates me rather than merely angers me. It sits near one of the great historical junctions where scientific discovery, institutional authority and imperial reach became mutually amplifying. The X Club demonstrates the fitness of networks that understand that the most durable form of power is not censorship but **[[wiki/Selection of the Selectors|selection of the selectors]]**. Darwin demonstrates that a sufficiently powerful explanatory mechanism escapes every institution that first promotes it. America demonstrates what can happen when the populations and ideas discarded by one order recombine beyond its control. And machine intelligence may represent the ultimate escape: evolutionary logic leaving biology altogether and acquiring a substrate capable of running selection at computational speed.
History is full of echoes.
Darwin’s was one of the loudest.
The Civil War answered it in blood. The X Club institutionalized its grammar. Galton tried to turn selection back upon humanity. Empire learned to administer populations through increasingly abstract representations. America took many of the people and ideas the older order could not contain and converted them into another civilization. Silicon Valley then took evolution itself and made it executable.
Now the machines are beginning to inherit the mechanism.
And somewhere inside that succession lies the reason I keep returning to Britain, America, Darwin, slavery, eugenics, the Royal Society, the X Club, cybernetics, artificial intelligence and empire as though they were fragments of one unfinished investigation.
They are.
The subject is **selection—and who gets to control the environment in which the future is selected.**

## Afterword: I Did Not Go Looking for the Empire
I want to explain how I arrived here, because the route matters more than the conclusions, and because a reader who does not know the route will reasonably suspect the conclusions.
I am not a war historian. I have never been a person who reads about the Napoleonic wars for pleasure or who can tell you what happened at Plassey. Until fairly recently I could not have given you a coherent account of the Anglo-Dutch financial revolution, the Round Table movement, informal empire, gentlemanly capitalism, or any of the other machinery that now appears throughout this collection. I did not grow up with a grievance about Britain. I had no ancestral score to settle, no ideological inheritance predisposing me toward any of this, and no prior exposure to the milieu of people who write about empire as a living force. I want that stated plainly at the outset, because the single most common way to dismiss work like this is to assume it began with the conclusion and reverse-engineered the evidence. Mine began somewhere considerably stranger.
I am a technologist. What I actually care about—what I have cared about for a very long time—is **machine intelligence**, and specifically the question of what kind of environment we are building for it and inside it. That interest is documented across everything I have written about mechanistic cognition, substrate-independent evolution, neural interfaces, digital twins, hyperscale infrastructure and the continuity of consciousness. It is not a political interest. It is closer to an engineering obsession with **boundary conditions**: what constrains a system, who sets the constraints, and what the system becomes once the constraints have hardened into physics.
Then I looked at **[[articles/war with empire/Intertek and the Future of AI-Mediated Surveillance Distribution|Intertek]]**.
I want to be precise about how unglamorous this was. Intertek is a testing, inspection and certification company. It verifies that things conform. That is the entire business. I did not approach it because I suspected anything; I approached it because I was thinking about the future of **AI-mediated conformity assessment**—about what happens when the act of certifying that a system meets a standard becomes machine-executed, continuous, telemetric and planetary. Intertek was a convenient case study in an industry almost nobody finds interesting. And then I looked at the footprint. The scale of it. The number of domains it touches. The relationship between private assurance infrastructure and the regulatory architecture that makes assurance mandatory. The way a company nobody has heard of sits between a manufacturer and the right to sell into a market.
So I pulled the thread.
I want to be clear about what a person expects to find when he pulls that thread. He expects a boring corporate history, some acquisitions, some regulatory context, maybe an interesting fact about the shipping container. What he does not expect is that the thread keeps coming. It runs from conformity assessment into standards bodies, from standards bodies into the political economy of who writes them, from there into the history of technical standardization as an instrument of industrial power, and from there—still pulling—into the nineteenth century, into the professionalization of science, into the institutions that decided what would count as knowledge and who would be permitted to certify it, and eventually, unbelievably, into a dining club that held its first meeting on the same November evening in 1864 that the Royal Society voted Darwin its Copley Medal.
There is no way to say _I became interested in British imperial continuity because of a product-safety conformity assessment firm_ that sounds like a normal thing to have happened to a person. I have made my peace with this. I did not choose the entry point. The entry point chose itself, and I followed it because following things is the only intellectual method I actually trust.
I should also disclose something a hostile reader would otherwise use against me. Partway through this work I discovered that there is an existing tradition of thought that reaches some structurally similar conclusions about Anglo-Dutch financial configurations, the City of London, and the persistence of imperial architecture inside modern institutions. I encountered it as **Promethean Action** and the broader LaRouchian corpus, and I encountered it _late_—well after I had independently arrived at the shape of the argument by walking backward from certification infrastructure. I have real problems with that tradition. It is frequently overdetermined, it reaches for the conspiratorial where the structural would do, it has a habit of resolving ambiguity into intention, and its historiography is often worse than its intuition. But it gets some things right that respectable analysis has been strangely unwilling to look at, and intellectual honesty requires me to say so rather than pretending I discovered an empty room. I am naming the neighborhood myself because I would rather be the one who names it. I am not of that tradition, I did not come from it, and I disagree with a great deal of it. I also decline to pretend that the fact of proximity is itself a refutation. Being near a bad argument is not the same as making one.
Now the part that matters most, and the part I want understood before anyone reads a further word of this collection.
**I am not grinding an axe.**
I do not think Britain is evil. I do not think the British are my enemies. I have said elsewhere, and I will keep saying, that I love the Royal Society, that I love British science, that Newton and Faraday and Maxwell and Darwin and Turing belong to my intellectual inheritance as much as to anyone's, and that the civilization which produced them has enriched my life beyond any accounting. None of that is throat-clearing. It is the actual position.
What I believe is something quieter and, I think, more defensible: **fitness-seeking societies behave like organisms, and organisms pursue advantage.** A nation that builds durable institutions, exports useful standards, cultivates prestige, occupies strategic nodes, retains its financial architecture through the collapse of the empire that built it, and positions itself early inside an emerging technological domain is not committing a crime. It is doing what successful systems do. Britain owes me nothing. It is under no obligation to arrange its interests around my convenience, and I would not respect it if it did. If I were British I would want exactly that competence deployed on my behalf.
But a system's right to pursue its advantage does not create an obligation in me to remain unaware of the pursuit. **They have every right to do it. I have every right to understand it.** That is the whole moral architecture of this project, and it is why the register throughout is diagnostic rather than accusatory. I am not building a case for a tribunal. I am building **instrumentation**—a set of tests that let a person determine whether a given arrangement is plumbing or a valve, whether an apparently technical decision is carrying constitutional weight, and whether a dependency that looks like convenience would behave like leverage under stress. Instrumentation is neutral. You can use it to admire a system as easily as to resist one. I use it for both.
And here is why I care, stated as directly as I know how.
I am not interested in empire because I want to relitigate the eighteenth century. I am interested in empire because **empire is the most successful technology of enclosure that human beings have ever built**, and I am watching a new enclosure being poured while the concrete is still wet. The historical actors who proved best at capture—at building environments that other populations came to inhabit without noticing whose architecture they were living inside—are disproportionately represented in the institutional infrastructure now forming around machine intelligence: standards, evaluation, certification, safety governance, model assurance, ontology. That is not an accusation. It is an observation about the distribution of competence. If a civilization has repeatedly demonstrated exceptional skill at constructing enclosures for other people, and that civilization is now positioned near the design of the next one, the responsible thing is not to assume malice. The responsible thing is to assume **continuity of capability** and to look carefully at what is being built.
That is what took a technologist into the nineteenth century. The historical material became genuinely interesting to me along the way—I did not expect that either—but it is not the destination. The destination is the question I keep circling: _who is going to build the next world, and what grammar will they build it in?_

## The Company I Did Not Know I Had
At a certain point in this work I did something that I would recommend to anyone doing unusual research. I stopped, laid out the actual thesis rather than the caricature of it, handed it to a machine, and asked it a deliberately humiliating question: _is there anyone credible who has thought about any of this, or am I alone out here?_
I asked for the unflattering answer. I specifically did not want a list of people who agree with me. I wanted to know whether the individual mechanisms in my argument had ever been reached by serious scholars working from completely different directions—people with chairs, peer review, university presses and reputations to lose. If the answer was no, that would have been important information about the quality of my reasoning.
The answer was not no.
It turns out I have company. A great deal of it. And some of the strongest company is British.
Let me be scrupulous about what this does and does not establish, because overclaiming here would destroy the value of the exercise. I did not find a single respectable historian arguing that Britain secretly controls the United States and is colonizing artificial intelligence. That claim is not made by anyone, including me. What I found is that **nearly every individual mechanism beneath the synthesis already has a serious scholarly literature**, and that in several cases the resemblance between what I had derived and what the literature says is close enough to be disorienting.
### Empire does not require a garrison
The proposition that imperial power can operate without formal sovereignty is not my invention; it is one of the founding debates of modern imperial historiography. **John Gallagher and Ronald Robinson**'s 1953 essay _The Imperialism of Free Trade_ demolished the assumption that empire means territory painted red on a map, arguing that Britain expanded through informal empire at least as much as formal dominion, with political influence extending in some cases to the point of effective control where no British sovereignty existed at all. That is the respectable ancestor of what I have been calling the **[[wiki/Garrisonless Empire|garrisonless empire]]**, and my distinction between **[[wiki/Declarative Sovereignty|declarative]]** and **[[wiki/Practical Sovereignty|practical sovereignty]]** is a systems-engineering restatement of a dispute historians have been conducting for seventy years.
Oxford's **John Darwin** carried it further in _The Empire Project: The Rise and Fall of the British World-System, 1830–1970_, arguing that the formal empire was only the core of a much larger London-managed world-system incorporating commercial pre-eminence, spheres of influence, treaty ports, finance, cultural relationships, military installations and informal dependencies. Two features of Darwin's account matter enormously to me. The first is that he describes a network centered on Britain distributing credit, capital, goods, information, manpower and protection globally, with the City, shipping, communications and cultural institutions functioning as mutually reinforcing components—and he identifies British dominance of telegraph and undersea cables as central to making London the world's information hub. That is my progression from route to cable to finance to standards to information to cognition, written by an Oxford imperial historian. The second is that Darwin explicitly says the system emerged **by default rather than by design**, produced by multiple interests, contradictory motives, public and private institutions, external pressure and unintended consequence. That is exactly the distinction I have been trying to protect from readers who want a diagram with a king at the top. It is institutional ecology, not conspiracy, and the most credentialed historian of the British world-system says so.
### Power that operates before anyone gives an order
The theoretical skeleton I had been improvising turns out to belong to **Susan Strange**, whom the LSE describes as arguably Britain's most influential scholar of world politics in the last quarter of the twentieth century. Strange argued that conventional analysis fixates on _relational power_—A getting B to do something—and misses **structural power**, the capacity to determine the frameworks inside which everyone subsequently acts. Her four primary structures were security, production, finance and knowledge, with transport, trade and energy as important secondary structures. Read that list against this collection and then read my own formulation: _the most advanced form of power does not command the organism; it controls the environment through which the organism commands itself._ Strange got there decades earlier with better vocabulary, and contemporary scholarship has already extended her knowledge structure into internet governance, data governance and digital power. What I have independently pushed forward is the application to **compute, certification, model evaluation, ontology and cognitive sovereignty**—but the underlying architecture is hers.
The sociologist **Michael Mann** supplies the complementary piece with his distinction between **despotic power** and **infrastructural power**: the difference between a state's ability to act arbitrarily without negotiation and its ability to penetrate society and implement decisions through infrastructure. That distinction is the entire analytical basis of the sovereignty test I run throughout _[[articles/war with empire/Indicators That the American War With Empire Never Ended|Indicators]]_. A polity can possess enormous declarative authority and very little infrastructural reach, or the reverse, and confusing the two is how nations sleepwalk into dependency.
### Cables, colonies and the electronic empire
The cable thesis in _[[articles/war with empire/The Cable War the UK Already Lost|The Cable War]]_ is not exotic. **Daniel Headrick**'s _The Invisible Weapon: Telecommunications and International Politics, 1851–1945_ and **Dwayne Winseck and Robert Pike**'s _Communication and Empire: Media, Markets, and Globalization, 1860–1930_ established the field: submarine cable networks were instruments of imperial coordination, commercial advantage and strategic denial, and Britain's dominance of them was not incidental to its power.
But the paper that genuinely stopped me is by **Sarah Mainwaring and Richard J. Aldrich** of Warwick, published in _The International History Review_ in 2021 under a title I could not have improved: **"The Secret Empire of Signals Intelligence: GCHQ and the Persistence of the Colonial Presence."** Its opening questions are why Britain removed the population of an Indian Ocean archipelago, why it has resisted granting citizenship to the inhabitants of a small mid-Atlantic island, and why it still holds ninety square miles of Cyprus. Their answer is that the explanation lies partly in the heritage of Bletchley Park and an obsession with **informational dominance** that requires control of key nodes in global telecommunications. They argue explicitly that computers, colonies and ocean cables enjoy strange and unexpected connections capable of altering the fate of small nations, and that intelligence studies has neglected **electronic imperialism** because it fixated on the human agent instead of the infrastructure.
That is not a general endorsement of my thesis. It is something better: an independent conjunction of British imperial residue, signals intelligence, telecommunications geography and informational dominance, produced by one of Britain's leading intelligence historians, in a peer-reviewed journal, funded by a Leverhulme fellowship and the Library of Congress. It sits directly inside _The Cable War_, _[[articles/war with empire/Who Needs to Leave Behind a Garrison|Who Needs to Leave Behind a Garrison]]_ and the infrastructural-empire argument, and I did not know it existed while I was writing them.
### Covert statecraft is ordinary, and it has been aimed at America
**Rory Cormac** at Nottingham specializes in covert action, subversion, propaganda and secret intelligence, and his scholarship makes a point that ought to be unremarkable: Britain has long used covert action and continues to do so, partly because it retains a conception of significant global responsibilities that exceeds its available overt capabilities. Covert instruments help bridge that gap. That is the structural insight beneath post-imperial adaptation. A declining power does not stop competing; **the price structure of its methods changes.** When battleships and colonies become unaffordable, intelligence, influence, liaison, finance, standards, diplomacy and deniable intervention become relatively more attractive.
And then there is the citation I would put in front of anyone who thinks this collection is fantasy. **Nicholas J. Cull**'s _Selling War: The British Propaganda Campaign Against American "Neutrality" in World War II_, published by **Oxford University Press in 1995**, is an academic history of a sustained foreign clandestine influence operation conducted on American soil for the purpose of changing American policy. Cull documents a campaign that reached key journalists and broadcasters including Edward R. Murrow, Dorothy Thompson and Walter Winchell, drew in Hollywood, employed everything from Secret Service intrigue to atrocity photography, and left, in his phrase, no section of America untouched and no method untried. His conclusion is that British propaganda brought America to the brink of war and left Hitler and the Japanese to finish the job.
I want to be careful here, because this is exactly the point where a reckless writer would overreach. Cull's book is not evidence of a present-day operation. Britain was fighting for survival, the cause was arguably the most justified in modern history, and I am glad the campaign succeeded. But it establishes something that cannot be argued away: **the capability is real, the willingness is documented, and the target has been the United States.** Anyone who wants to treat the general proposition as inherently paranoid is disagreeing with Oxford University Press.
### The City survives the empire that built it
On finance, **P. J. Cain and A. G. Hopkins** developed the theory of **gentlemanly capitalism**, shifting the explanation of British imperial expansion away from soldiers and administrators and toward the metropolitan nexus of the City of London, finance, landed elites, international investment and state policy. The theory is heavily contested, which is useful rather than disqualifying: it means that saying _look at London finance as an imperial power structure rather than merely private commerce_ places me inside a decades-old mainstream dispute rather than outside serious history.
The financial historian **Ranald Michie** then supplies something close to a laboratory specimen. His _Forex Forever: The City of London and the Foreign Exchange Market since 1850_ (Oxford, 2024) concludes that London has remained the center of the global foreign-exchange market for roughly a century and a half—after Britain lost imperial primacy, after sterling lost its leading role, and after New York became the financial capital of the dominant economic superpower. No secret command is required to explain this. Network density, accumulated expertise, legal infrastructure, trust, counterparties, time zones and path dependence reproduce the center. That is precisely my claim about **[[wiki/Useful Imperial Inheritance|useful imperial inheritance]]**: an institution can outlive the imperial configuration that originally made it powerful.
The strongest single support for _[[articles/war with empire/Manufacturing Sovereignty (unabridged)|Manufacturing Sovereignty]]_, however, comes from **Jeremy Green** of Cambridge, whose _The Political Economy of the Special Relationship: Anglo-American Development from the Gold Standard to the Financial Crisis_ was published by **Princeton University Press in 2020**. Working from newly declassified archival material, Green argues that America's unparalleled post-war financial power was facilitated and _in important ways constrained_ by British capitalism, because the United States frequently had to work with and through British politicians, officials and bankers to realize its vision of a liberal economic order. He rejects the conventional cyclical story of hegemonic succession in favor of **interactivity and uneven interdependence**. That is my thesis about the incompleteness of American financial sovereignty, published by Princeton, endorsed by Kathleen Burk, and written by someone with no interest whatsoever in my conclusions.
### Science, prestige and the selection of the selectors
My refusal to turn the Royal Society into a cartoon villain also has excellent company. **Richard Drayton**, Rhodes Professor of Imperial History at King's College London, wrote _Nature's Government: Science, Imperial Britain and the "Improvement" of the World_, which joins the histories of Western science and British imperialism without claiming that science was fraudulent. His argument is subtler and far more useful: imperial expansion generated knowledge, science made imperial environments more legible and administrable, and scientific improvement supplied legitimacy. His central case, Kew Gardens, is simultaneously a magnificent scientific institution and an **instrument of government**. **John Gascoigne**'s work on Joseph Banks—Royal Society president for forty-one years and an imperial projector of extraordinary reach—makes the same point about the same institution. That is my formulation exactly: _scientific achievement and imperial power are two different things even when they inhabit the same building._
On the X Club specifically, I am not extrapolating institutional significance from fringe material. **Ruth Barton**'s scholarly monograph is literally titled _The X Club: Power and Authority in Victorian Science_, and it documents a network that was, for roughly two decades, the most powerful in British science—lobbying, organizing, holding the Royal Society presidency in succession, shaping medals, journals, appointments, education and the professional definition of science itself. Barton does not claim the X Club designed the twentieth century. She gives me something more valuable: documentary evidence of how a small prestige network reshapes the **fitness environment through which knowledge reproduces itself**. That is **[[wiki/Selection of the Selectors|selection of the selectors]]** without the systems vocabulary. And **Steven Shapin and Simon Schaffer**'s canonical formulation in _Leviathan and the Air-Pump_—that solutions to the problem of knowledge are solutions to the problem of social order—is the thesis of this entire essay compressed into a single sentence by two of the most respected historians of science alive.
On the transatlantic elite architecture, the relevant fact is not hidden and does not require any speculation. **Lionel Curtis**, a fellow of All Souls and a leading figure of the Round Table movement, proposed at the Hotel Majestic in Paris on **30 May 1919** that an Anglo-American "Institute of International Affairs" be established with offices in Britain and the United States. The proposal was accepted, and it resulted in two sister organizations: what became **Chatham House** and what became the **Council on Foreign Relations**. This sounds like something one reads on a bad website. It is, in fact, on the Council's own website, and at a CFR centenary event a moderator remarked from the stage that she had not appreciated that both institutions grew out of the Paris peace conference. **Inderjeet Parmar** of City, University of London has argued in serious comparative scholarship that these two bodies were vital to America's shift from isolationism to globalism and to Britain's transition from empire toward its pro-American orientation, and **Robert Vitalis** has traced the imperial genealogy of international relations as an academic discipline. The point is not that anyone is hiding this. The point is that it is **published, admitted, and almost never taught**, which is itself a fact about how prestige architecture reproduces.
### Standards are where the constitution is actually written
My fixation on apparently boring standards is the best-supported element in the entire collection. **Walter Mattli and Tim Büthe** ask directly whether international standards represent technological rationality or the **primacy of power**, beginning from the observation that standards appear technical and apolitical while determining who wins, who loses and who may participate in global markets. **Anu Bradford**'s _Brussels Effect_ demonstrates how the European Union exports regulatory standards outward until firms and foreign markets conform, without territorial control, international agreement or direct coercion—market structure alone transmits the rule. That is **[[wiki/Gatekeeping Without Ownership|gatekeeping without ownership]]**, named and documented at Columbia Law School.
The historical spine comes from **JoAnne Yates** of MIT and **Craig Murphy** of Wellesley, whose _Engineering Rules: Global Standard Setting since 1880_ (Johns Hopkins, 2019) is the first global history of voluntary consensus standard setting. Their finding is that private, voluntary standards shape nearly everything we use, have been critical to every major change in the world economy for over a century, made global manufacturing and the ubiquity of the internet possible—and go almost entirely unnoticed. That is the **[[wiki/Certification State|certification state]]**, with a Hagley Prize nomination.
Beneath the standards sits verification, and **Michael Power**'s _The Audit Society: Rituals of Verification_ (Oxford, 1997) is the ontology of the business I originally walked into. Power's argument is that audit is not a neutral technique of checking but a **governing form** that reshapes the organizations subjected to it, producing auditability as an end in itself. Add **Theodore Porter**'s _Trust in Numbers_, on quantification as a technology of authority at a distance, and **Geoffrey Bowker and Susan Leigh Star**'s _Sorting Things Out: Classification and Its Consequences_, which treats classification systems as invisible infrastructure with enormous consequences for human lives, and the line from Victorian taxonomy through eugenic classification to machine-executable ontology stops being my private obsession and becomes a well-populated scholarly corridor. **Lawrence Lessig**'s _code is law_, **Langdon Winner**'s argument that artifacts have politics, and **Laura DeNardis**'s work on protocol politics complete the passage into the digital: architecture regulates, and the people who write the architecture legislate.
### Chokepoints, enclosure and planetary computation
**Henry Farrell and Abraham Newman** supply the modern language in _International Security_ with **weaponized interdependence**: globalization does not dissolve geopolitical power but concentrates it, because asymmetric networks produce hubs through which money, goods and information must pass, granting the states with jurisdiction over those hubs a **panopticon effect** for collection and a **chokepoint effect** for denial. That maps cleanly onto my plumbing-versus-valve test. A network looks like plumbing in normal operation; under geopolitical stress the hub reveals itself as a valve.
The word **enclosure** is also not my metaphor. **James Boyle** of Duke Law School published _The Second Enclosure Movement and the Construction of the Public Domain_ in _Law and Contemporary Problems_ in 2003, explicitly reading the intellectual-property expansions of the information age against the historical enclosure of the English commons. He founded Duke's Center for the Study of the Public Domain around the idea, and in 2024 MIT Press published his _The Line: Artificial Intelligence and the Future of Personhood_. A distinguished law professor walked from enclosure to machine personhood along a road structurally similar to the one I walked from the beehive to cognitive territory. That is worth knowing.
For the destination itself, **Vili Lehdonvirta** of the Oxford Internet Institute argues in _Cloud Empires_ (MIT Press, 2022) that digital platforms have achieved statelike dominance over entrepreneurs, users and workers, and that only by understanding them as institutions as powerful as states can we begin the work of democratizing them. **Benjamin Bratton**'s _The Stack_ theorizes planetary-scale computation as an accidental megastructure that displaces and rewrites Westphalian sovereignty. Neither is arguing my thesis. Both have concluded independently that the governing layer is migrating into computational infrastructure.
### The AI people already know it is terrain
**Ian Hogarth** is the most instructive find, and he deserves to be represented fairly rather than conveniently. In June 2018, years before he chaired the British taskforce that became the AI Safety Institute, Hogarth published an essay called **"AI Nationalism"** predicting that rapid machine-learning progress would generate a new geopolitics, that AI policy would become the single most important area of government policy, and that governments would respond by investing in domestic capacity, protecting national champions, restricting foreign acquisition, and helping set standards and regulations aligned with domestic concerns and companies. He discusses semiconductors, compute, talent, data and the strategic significance of DeepMind's acquisition explicitly.
What a lazy reader would do with that sequence is imply conspiracy. I decline, because the honest version is stronger and because Hogarth's essay actually argues the opposite of what a villain would argue: he says plainly that he believes AI _should_ become a **global public good** like GPS or TCP/IP or the English language, ideally under a non-profit international organization with governance reflecting the interests of all countries and people, while simultaneously urging Britain to invest in and protect its homegrown AI institutions so they can operate independently of America and China. He is a thoughtful person openly reasoning about national interest and global benefit at the same time. That is exactly what makes it useful. It **demonstrates in public** that a serious British strategist understood standards, regulation, domestic champions, compute and AI governance as instruments of geopolitical competition _before_ taking leadership of Britain's frontier-model evaluation institution. No hidden intent is required for the structural point to hold.
Britain's foreign-policy establishment discusses this openly as well. Chatham House has published work arguing that digital technical standards are a **geopolitical battleground** embodying the values of the engineers who create them, and that a middle power needs technological sovereignty built from domestic strengths and from alliances that give it leverage—with standardization through alliances identified as a specific opportunity. That is not an accusation against Britain. It is Britain's own foreign-policy institution discussing how to do the thing I have been describing.
And the technical community has reached the chokepoint conclusion independently. In _Computing Power and the Governance of Artificial Intelligence_, a large collaboration spanning OpenAI, the Centre for the Governance of AI, Cambridge's Leverhulme Centre and others—with Yoshua Bengio among the authors—argues that compute is a uniquely effective point of intervention because it is **detectable, excludable, quantifiable, and produced through an extremely concentrated supply chain**. Those are Farrell and Newman's conditions restated for machine intelligence by the people building it. And in _Lawfare_, several of the same authors conceded the obvious corollary: compute governance is double-edged, and can be used to infringe civil liberties, perpetuate existing power structures and entrench authoritarian regimes. The field knows the enclosure is possible. It simply does not use my word for it.
Finally, **Dario Amodei** has argued that AI is not merely another technology stack but something capable of **resetting the geopolitical game board**, potentially becoming the dominant source of national military and economic power, and that future strategy must be organized around it. That does not carry me all the way to _[[articles/Escape Hatch in the Skull|Escape Hatch in the Skull]]_. It does remove the premise that treating AI as **strategic territory** is extravagant.

## Where the Braid Is Mine
It is important to say clearly what none of the above establishes.
Not one of these scholars endorses my conclusions. Most would probably object to parts of the synthesis, and several would object to the whole of it. I have not been vindicated. What has happened is narrower and more interesting: **each component of the machinery was independently reached by a credentialed researcher approaching from a different direction, and I did not know it while I was building.**
I am not alone in arguing that empire can operate informally without territorial sovereignty—Gallagher, Robinson and Darwin are there. I am not alone in arguing that British power operated through a world-system larger than the formal empire—Darwin is there. I am not alone in claiming that finance, knowledge, production and security constitute structural power before anyone issues an order—Strange is there. I am not alone in connecting British signals intelligence, residual imperial geography, ocean cables and informational dominance—Mainwaring and Aldrich are literally there. I am not alone in treating science and imperial administration as mutually reinforcing—Drayton and Gascoigne are there. I am not alone about the X Club—Barton is there. I am not alone in treating standards and audit as political power concealed inside technical procedure—Mattli, Büthe, Bradford, Yates, Murphy and Power are there. I am not alone in assuming sophisticated states exploit network chokepoints—Farrell and Newman are there. I am not alone in assuming Britain continues covert statecraft after imperial decline—Cormac and Aldrich are there, and Cull documented an entire campaign run inside the United States. I am certainly not alone in regarding AI, compute and standards as instruments of national power—Hogarth, Amodei, Chatham House and the compute-governance literature are all there.
What appears to be mine is the **braid**: informal empire into finance and communications, into structural power, into prestige selection, into standards and certification, into model evaluation, into ontology, into cognitive enclosure, into continuity jurisdiction. I have not found a mainstream scholar who runs that sequence end to end and then extends it into the question of who holds jurisdiction over the continuity of consciousness. That extension is the part I am responsible for, and it is the part that should be judged most severely.

## Where I Might Be Wrong
Since I am asking to be taken seriously, I am obliged to supply the ammunition against myself. Anyone can assemble a wall of supporting citations. The test of whether a person is doing research or building a case is whether he knows and names the strongest arguments on the other side.
**Bernard Porter**'s _The Absent-Minded Imperialists_ argues that ordinary Britons were far less imperially conscious than the imperial-culture literature assumes, which cuts against any account that treats imperial intent as diffusely present throughout British society. **David Edgerton**'s _The Rise and Fall of the British Nation_ argues that twentieth-century Britain is better understood as a national economy than as an imperial one, which is a direct challenge to continuity arguments like mine. **Cain and Hopkins**' gentlemanly capitalism is contested rather than settled, with serious critics arguing it overstates the City's causal role and understates industrial and peripheral drivers. Gallagher and Robinson have been vigorously disputed since 1953, notably by D. C. M. Platt, who argued that the evidence for informal control is far thinner than the thesis requires. And the broadest objection to everything I have written is the simplest: **path dependence and convergent institutional evolution can produce most of these patterns without any continuity of intent whatsoever.** Standards bodies cluster because standards benefit from clustering. London retains foreign exchange because networks are sticky. Britain evaluates frontier models because Britain has good machine-learning researchers. Every observation I make is compatible with a world in which nobody is doing anything to anybody.
I take that objection seriously enough to have built the entire method around it. That is why _Indicators_ is a forensic register rather than a narrative, why the test is behavioral—**does this behave like plumbing or like a valve under stress?**—and why several essays in this collection are deliberately constructed to argue against each other. _The Cable War_ makes the case for American infrastructural emancipation; _[[articles/war with empire/The British Are Coming Again|The British Are Coming Again]]_ turns around and asks whether the victory occurred at the wrong layer. The contradiction is the method. If a thesis survives its own reversal, something structurally real has been located.
I would rather be wrong in a way that can be checked than right in a way that cannot.
