## The British Never Left: Sovereignty, Selection, Standards, and the Second Colonization of America
History is full of echoes. Most are weak enough that we mistake them for coincidence. Others enter institutions, reproduce there, and become so ordinary that later generations no longer recognize them as inheritances. [[wiki/Charles Darwin|Charles Darwin]]’s _On the Origin of Species_, published in London on November 24, 1859, was one of those events. Barely thirteen months later South Carolina seceded from the United States. By April 1861 the American republic was at war with itself over a political economy in which human beings could still be converted into property. In November 1864, with that war still consuming the country, the Royal Society awarded Darwin its Copley Medal on the same evening Thomas Henry Huxley and his associates held the first dinner of what became the X Club. Within a generation Francis Galton would supply a name—_[[wiki/Eugenics|eugenics]]_—for the deliberate application of selection to human reproduction. These events do not prove a hidden plan connecting Darwin, slavery, the Civil War, the Royal Society and eugenics. They establish something more interesting and more durable: an extraordinary historical **phase-coupling** in which evolution, heredity, [[wiki/Classification|classification]], race, professional science, industrial warfare, imperial administration and [[wiki/Prestige Networks|institutional prestige]] tightened around one another inside the same Victorian century. The reader should understand immediately that this collection is not an attack on science. Quite the opposite. In [[articles/A History of Machine Intelligence|Project X: A History of Machine Intelligence]], I went out of my way to pay unusually generous tribute to the Royal Society as one of civilization’s great mechanisms for preserving intelligence across deep time. I described it as an [[wiki/Institutional Superorganism|distributed cognitive institution]] that learned how to preserve memory, reward discovery, assign credit, punish error and allow knowledge to evolve without being destroyed by every passing political fashion. I meant it. Newton, Faraday, Maxwell, Darwin, Turing and the great scientific institutions of Britain belong to the inheritance of anyone who loves knowledge. I do. The Royal Society can be one of the great achievements of human civilization and simultaneously one of the most successful prestige architectures ever created by an imperial power. Those propositions are not contradictory. Scientific truth does not become false because the institution carrying it possesses geopolitical interests, and geopolitical interests do not disappear because the institution carrying them produces magnificent science.
Nor is this collection a revolt against technological elites, transhumanists, genetic engineering, machine intelligence, or the deliberate improvement of human capability. I am a [[wiki/Transhumanism|transhumanist]]. I do not regard the biological configuration inherited from nature as sacred merely because it arrived first. I am interested in life extension, genomic medicine, neural interfaces, consciousness continuity, synthetic intelligence and the possibility that humanity can consciously participate in its own further development. I sharply distinguish voluntary enhancement, medicine and self-directed human development from coercive eugenic systems in which institutions classify populations and decide whose reproduction, existence or future is desirable. The problem is not **improvement**. The problem is who owns the definition of improvement, who sets the [[wiki/Objective Function|fitness function]], who controls the selection environment, and whether the people being optimized retain [[wiki/Authorship|authorship]] over the process.
That distinction puts me in an awkward but useful position. I cannot be recruited easily into the familiar moral panic about scientists “playing God,” billionaire technologists building frightening machines, or humanity violating some imaginary natural boundary. Civilization has been violating natural boundaries since the first shelter interrupted the weather. I stand with the builders far more often than with their frightened critics. That means when I question the British, European and transatlantic institutions surrounding AI safety, standards, certification, genomics or machine intelligence, I am not objecting because they are advancing too quickly. Frequently I want them to advance faster. My question is much less comfortable: **what political and civilizational grammar is being embedded in the architecture while everyone is staring at the technology?**
That is the question beneath this entire collection.
The conventional history says Britain lost America. The colonies revolted. Cornwallis surrendered. The Treaty of Paris recognized American independence. Paul Revere’s warning that “the British are coming” belongs to the childhood mythology of a danger that crossed an ocean, arrived in red coats, was defeated, and went home. This collection begins from the possibility that the story is structurally incomplete. The British did not have to remain as occupying soldiers if the legal precedents, financial channels, maritime routes, commercial standards, elite educational pipelines, certification regimes, prestige hierarchies and eventually cognitive infrastructures through which American society operated remained entangled with systems whose institutional ancestry lay inside the old imperial ecology.
The British are not coming.
**They have been here.**
That does not mean every British institution takes orders from a monarch, that every English scientist serves a geopolitical program, or that every transatlantic dependency constitutes hostile control. It means [[wiki/Declarative Sovereignty|political sovereignty]] and operational autonomy are different variables. A flag tells us who possesses formal jurisdiction. It does not tell us who controls the credit, insurance, cables, technical standards, certification marks, software interfaces, scientific prestige, linguistic taxonomies, model evaluations or infrastructure upon which [[wiki/Practical Sovereignty|practical freedom of action]] depends. Empire can survive its own territorial dissolution when the functions formerly performed through garrisons migrate into systems that make the garrison unnecessary.
This is the operating definition of **[[wiki/Infrastructural Empire|empire]]** used throughout the collection: not a hidden room full of conspirators, but a durable architecture capable of preserving asymmetric influence after its original territorial form has disappeared.
And the corresponding definition of **[[wiki/Practical Sovereignty|sovereignty]]** is equally practical: the capacity to act without somebody else’s permission, credit, cable, chart, insurance policy, certification mark, model evaluation, ontology or approval.

Universities seek prestige. financial centers seek flows. intelligence services seek access. technology companies seek platforms. nations seek strategic freedom. None requires wickedness. The argument is that the political revolution created a constitutional state faster than the new state could create the material, financial and industrial systems necessary to operate independently. America could declare itself sovereign while still depending upon British capital, British manufactured goods, British maritime systems, inherited British law, British commercial knowledge and a financial world whose most sophisticated institutions remained centered in London.
This is why the Hamiltonian question matters. Alexander Hamilton understood that [[wiki/Declarative Sovereignty|formal political liberty]] without productive capacity eventually becomes [[wiki/Strategic Dependency|dependency wearing a flag]]. Credit, manufacturing, infrastructure, tariffs, technological development and internal markets were therefore not merely economic policy. They were the materialization of independence.

America became something more interesting than transplanted Europe because the disposal site became a **recombination chamber**. The populations separately classified as undesirable entered a different selection environment and began building together.
That is why I find Irish antisemitism especially grotesque. Irish and Jewish histories are not interchangeable, but descendants of both populations should recognize the old European grammar immediately: dirty, alien, diseased, clannish, overbreeding, criminal, incapable of assimilation, dangerous to the social order. The Irishman who repeats antisemitic mythology borrows vocabulary from the same classifying civilization that once described Irish people as contamination. We were in the same boat—sometimes almost literally. The great American achievement was not racial purity or ancestral continuity. It was metallurgical. Europe discarded ingredients and America discovered an alloy.
This history is one reason the American-Israeli relationship occupies such an important position later in the collection. Jewish distrust of imperial guarantees requires no mythology. Expulsion, confiscation, exclusion, pogrom, failed refuge and extermination supply enough evidence. A people repeatedly taught that civilized institutions may not protect them develops an unusual relationship to sovereignty, self-defense and continuity. America developed another version of the same reflex through revolution, civil war, immigration and repeated absorption of populations that inherited systems had declared surplus.
The discarded learned to select their own future.

The modern Monroe question therefore cannot be reduced to territorial acquisition. A twenty-first-century decolonization project should not replace European domination with American domination. Its legitimate principle is **consent**: expand the ability of sovereign populations to determine their own arrangements while eliminating dependencies that permit an external power to exercise veto authority without democratic accountability.
Greenland later becomes important for precisely this reason. The most defensible American objective is not possession for its own sake but access, defense, resources, infrastructure, Arctic positioning and denial of hostile control under arrangements the people concerned can actually authorize.
The purpose of decolonization is authorship.

Which accreditation scope establishes that the test itself is valid? Which institution decides whether a device may enter commerce? Which jurisdiction governs the intermediary?

Subsea fiber is not Victorian telegraphy, but geography remains stubbornly physical. Data must still land somewhere. Cables pass through territorial waters, repair regimes, security systems and jurisdictions. The Waterworth thesis is that American hyperscalers have begun constructing physical pathways capable of reducing inherited European and British chokepoints. If American platforms can route enormous volumes of data through alternative corridors, the regulatory power attached to old physical landing patterns weakens. That is a genuine sovereignty event.
But it produced the most important reversal in the series.

The gate has therefore migrated from the physical substrate toward the **cognitive substrate**. This is why Intertek matters to War With Empire: it illustrates how authority can move upward without requiring ownership or direct command—first from manufacturing to certification, then from devices to governance, and finally toward the intelligence layer that will increasingly mediate the devices, data streams and decisions beneath it. The modern garrison need not stand inside the factory. It can sit at the boundary where the system is declared trustworthy enough to enter society.

## Standards Are Constitution Written in Technical Language
International standards are routinely described as neutral instruments of interoperability. Frequently they are. Civilization would be impossible without shared specifications. I am not against standards; I have spent much of my own technical life creating structured systems precisely because interoperable representations are extraordinarily powerful.
That is why I take them seriously.
A standard does not merely facilitate exchange. It defines the categories in which exchange becomes possible. Terminology standards determine names. testing standards determine measurable properties. documentation standards determine what must be represented. safety standards determine acceptable thresholds. management standards determine required governance processes. interoperability standards determine which systems may communicate.
Once artificial intelligence becomes infrastructural, standards begin to resemble **[[wiki/Algorithmic Constitutionalism|constitutional law for machines]]**.
The ITU, ISO, IEC, IEEE, IETF and related standards communities are now building precisely this layer around AI: model descriptions, system taxonomies, testing, robustness, explainability, bias treatment, red-teaming, data quality, lifecycle security and foundation-model evaluation. Again, none of this is inherently sinister. Much of it is indispensable.

They championed scientific naturalism, professionalization and Darwinian evolutionary theory while participating in the elections, councils, journals, prizes and institutional structures through which Victorian science reproduced itself.
The significance is not that nine men met secretly for dinner. The dinners were hardly the important part.

Who receives the fellowship? Who becomes editor? Who gets cited? Who gets invited? Who sits on the committee? Who wins the prize? Who is taken seriously? Which vocabulary is considered mature? Which concern is responsible? Which dissenter becomes unserious?
A system capable of influencing those decisions does not need to censor knowledge. It shapes the environment in which knowledge competes.
The most powerful selector is the institution that helps select the selectors.

## Export Causality, Import Stewardship

Disorder is diagnosed outward. American excess, American platforms, American capitalism, American violence, American technological recklessness or American political immaturity become the causal problem.

This does not require anyone to lie.
The mechanism is more durable when everyone involved sincerely believes they are being responsible.

America supplies extraordinary amounts of capital, technological risk, industrial scale, military force and frontier experimentation while older European prestige centers retain disproportionate influence over the vocabulary through which that behavior is declared mature or dangerous.

## Dictionaries, Encyclopedias and the Jurisdiction of Meaning
This is also why I refuse to treat language infrastructure as decorative. The Oxford English Dictionary is not a conspiracy. Encyclopaedia Britannica is not an imperial mind-control device. They are vastly more interesting than that.
A dictionary defines the accepted map between a word and the world. An encyclopedia defines the canonical compression of what a civilization thinks is worth knowing. What appears within the taxonomy becomes easy to name, retrieve, teach and reproduce. What disappears becomes harder to perceive.
Anyone who has spent years building symbolic language systems understands the power involved. That is why the move from dictionary to language model matters so much.
The dictionary mediates the meaning of a word when consulted.

## Why We Are at War

The old order organized power primarily through territory, industrial capitalism, financial globalization and the postwar alliance system. The emerging order increasingly organizes power through compute, energy, chips, data, autonomous systems, orbital infrastructure, advanced manufacturing, model architectures, supply chains and the standards determining access to them.
War occurs around state transitions because assets from the old regime must be repriced against the substrate of the next one.
The question is therefore not simply which country dominates the current order.
It is **who authors the next operating environment**.

## From Bletchley Park to the AI Security Institute
The AI question transforms the entire investigation because it creates a medium capable of transmitting governance grammar at unprecedented intimacy.
Britain hosted the first global frontier AI Safety Summit at Bletchley Park, deliberately invoking the computational lineage of Alan Turing, wartime codebreaking and British computing. The United Kingdom then built a state capability for evaluating frontier models and helped establish the model-safety institute architecture that spread internationally.
Again, this can be understood entirely benignly.
Somebody had to build serious public-sector capacity for frontier-model evaluation. The United Kingdom moved quickly. The United States had its own reasons to cooperate. The engineering problems are real.
But [[wiki/First-Mover Evaluation Authority|first-mover authority]] over **[[wiki/Evaluation Grammar|evaluation grammar]]** is not trivial.
If one institutional ecosystem helps define what counts as a frontier risk, what tests matter, what threshold constitutes danger, what constitutes responsible release, what red-team methodology is legitimate and what evidence a model developer must produce, that ecosystem participates in writing the practical constitution under which advanced machine intelligence is permitted to operate.
That is not censorship.
It is deeper.
It is architecture.

## Hinton, LeCun, Bengio and the Permissible Spectrum
The 2018 ACM A.M. Turing Award was awarded jointly to Geoffrey Hinton, Yann LeCun and Yoshua Bengio for the breakthroughs that made deep neural networks foundational to contemporary computing. The award itself is American and administered by ACM, but its name commemorates Alan Turing; Hinton was born in Britain, studied at Cambridge and Edinburgh, and became a Fellow of the Royal Society in 1998.
This is not evidence of British control.
It is evidence of how densely the scientific prestige architecture crosses borders.
Hinton has become one of the most powerful public voices warning about potentially catastrophic machine intelligence. LeCun has frequently argued against the strongest versions of those fears. Bengio has moved toward increasingly serious concern and governance engagement. Their disagreements are real.
But a prestige system does not require unanimity.
It requires **coverage**.
One distinguished authority supplies the catastrophic-risk pole. Another supplies the engineering-optimist pole. Another occupies the responsible-governance middle. Universities, governments, news organizations and policy bodies can then locate virtually every respectable position somewhere inside a spectrum whose participants already carry extraordinary institutional legitimacy.
The most important power may therefore belong not to the scientist expressing the view, but to the ecology deciding **which voices constitute the spectrum of serious views in the first place**.
That is X-Club logic without requiring an X Club.

## Elon Musk and the Safety Paradox
Elon Musk is an especially revealing case because the lazy version of the thesis would simply declare him a British instrument. I do not have evidence sufficient to make that claim, and I do not need it.
The interesting facts are structural.
Musk has been deeply involved in the modern AI-risk debate. He participated conspicuously in the Bletchley Park AI Safety Summit environment and held a long public discussion with British Prime Minister Rishi Sunak immediately after it. xAI later joined the frontier AI safety commitments associated with the Seoul process. Musk’s public narrative therefore combines some of the most aggressively American frontier-building behavior imaginable with participation in a safety discourse whose modern international institutionalization was heavily shaped through the British-led Bletchley process.
[[articles/The Technocrat's Grandson|The Technocrat's Grandson]] makes the case even stranger. Musk’s maternal grandfather, Joshua Haldeman, was a significant Canadian participant in Technocracy Incorporated, a movement that imagined replacing the price system with physical accounting in energy. Musk’s own contemporary language about an abundance economy denominated increasingly in wattage, compute and matter contains an unmistakable structural resemblance to that older technocratic worldview.
None of this proves Musk works for an empire.
It demonstrates why **national branding is a poor substitute for [[wiki/Institutional Archaeology|institutional archaeology]]**.
An apparently American technological actor can simultaneously participate in intellectual, safety, technical and governance systems assembled across many jurisdictions. The correct question is not, “Whose agent is he?”
The correct question is, **“Which architectures acquire greater power when his system scales?”**

## AI Safety Is Not the Same as Sovereign Security
The [[wiki/Safety-Security Distinction|distinction]] between [[wiki/AI Safety|AI safety]] and [[wiki/Sovereign AI Security|sovereign security]] belongs at the center of this investigation because the words _safe_ and _secure_ conceal two entirely different political questions. Safety asks whether a system behaves acceptably under an evaluation framework: whether it avoids specified hazards, respects thresholds, survives red-team testing, remains steerable, or conforms to some established definition of responsible behavior. Security asks the prior sovereign question: who controls the framework under which those judgments are made, whether the people affected can independently inspect and reproduce its tests, whether its [[wiki/Ontology|ontology]] can be contested, whether the architecture can be forked or replaced, whether [[wiki/Exit Rights|exit]] remains economically and technically possible, and whether the system ultimately remains answerable to the constitutional order in which it operates. A dependency can be extraordinarily safe and still be a dependency. It can behave beautifully while its evaluation grammar, model-update channel, identity system, telemetry requirements, acceptable-use boundaries, certification standards and permissible forms of cognition remain externally determined. This is why the language of safety deserves particular scrutiny precisely when I agree with its stated goals. I want safer artificial intelligence. What I do not want is for safety to become the rhetorical wrapper under which one civilization acquires jurisdiction over another civilization’s cognitive infrastructure.
Britain’s role in constructing the modern frontier-AI safety architecture is therefore impossible for me to treat as culturally neutral. The United Kingdom deliberately convened the first global frontier AI Safety Summit at Bletchley Park, invoking the most prestigious site available in the British history of computation. The British government announced the world’s first government institute dedicated to frontier-model evaluation, publicly celebrated the “privileged access” it had obtained to advanced models, helped internationalize a testing and safety-framework process through the Seoul commitments, and in 2025 renamed its AI Safety Institute the **AI Security Institute**, explicitly binding the project more tightly to national security. American, European, Middle Eastern and Asian companies—including xAI—entered the resulting commitments. None of this is covert. That is what makes it analytically useful. Britain has openly sought first-mover authority in defining how the most powerful cognitive systems on Earth should be evaluated, secured and governed. Whether that work is beneficial is a separate question from whether it creates geopolitical leverage. A system can be genuinely protective and strategically advantageous to the institution defining protection at the same time.
The old formulation from [[articles/war with empire/Transatlantic Blame from the Civil War to Modern America|Transatlantic Blame from the Civil War to Modern America]] becomes particularly important here: **export causality, import stewardship**. The unstable technology is diagnosed out there—in Silicon Valley, in American platforms, in unruly frontier capitalism, in uncontrolled models, in the vulgar speed of people building before institutions have finished deliberating—while stewardship migrates toward the prestigious evaluator, regulator, standards institute, academic panel and safety apparatus. This need not be cynical. It works better when everyone sincerely believes they are preventing catastrophe. Yet the institutional result can remain the same: America supplies disproportionate capital, compute, energy, industrial risk and frontier experimentation while an older prestige ecology retains influence over the grammar by which that experimentation is declared safe, legitimate, mature and admissible. The question is not whether British safety scientists are good people. The question is whether safety becomes another jurisdictional layer in the long migration from territorial empire toward infrastructural empire.
## The Next Enclosure Is Territory
This is where [[articles/Escape Hatch in the Skull|Escape Hatch in the Skull]] changes the stakes of the entire War With Empire investigation. There I argued that humanity’s defining adaptive behavior is not adaptation to a fixed environment but **environmental replacement**. Fire, clothing, shelter, agriculture, cities, hospitals, grids and networks are successive artificial habitats built around an organism poorly adapted to raw nature. Artificial intelligence, neural interfaces, synthetic embodiment and persistent computational environments extend that process into a qualitatively new phase because the replacement environment is no longer merely external. **[[wiki/Cognitive Enclosure|The next enclosure is cognitive.]]** The habitat under construction reaches inward into perception, memory, identity, language, agency and eventually continuity itself. We are building a world into which some portion of human experience may actually migrate, and the distinction between interface and environment becomes progressively meaningless once work, friendship, education, finance, administration, creativity, navigation, identity, memory and decision-making are continuously mediated by the same computational substrate.
That should immediately change how a serious student of history thinks about the geopolitical contest surrounding artificial intelligence. Civilizations have always fought over valuable territory, but territory has never meant only acreage. Nations fought over rivers because rivers transported armies and commerce; ports because ports controlled access; straits because straits compressed geography into leverage; colonies because colonies supplied resources and strategic depth; rail corridors because railways reorganized continental power; telegraph routes because communications became command infrastructure; oil fields because industrial metabolism depended upon energy; airspace because aviation created a new vertical domain; orbital positions because satellites made space operational territory; and cyberspace because information networks became sufficiently consequential that the United States formally elevated Cyber Command and the Defense Department now describes cyberspace alongside land, sea, air and space as a warfighting domain. The progression is obvious once we stop demanding that territory look like dirt. **Territory is any environment in which control produces durable strategic advantage.**
Artificial intelligence pushes that principle one step deeper. If a model becomes the place where a population retrieves knowledge, generates language, interprets law, produces software, receives medical guidance, encounters history, negotiates bureaucracy, performs research, builds simulations and increasingly maintains a persistent representation of itself, then the model environment is not merely software running inside civilization. It becomes part of the **[[wiki/Cognitive Territory|territory of civilization]]**. If neural interfaces and continuity architectures eventually permit identity-bearing processes to inhabit synthetic environments for meaningful portions of their existence, the proposition becomes literal rather than metaphorical. Humanity may be constructing a new inhabitable jurisdiction, one whose first settlers are models and agents but whose eventual inhabitants may include increasingly augmented human persons. No civilization that understands what is happening would rationally regard first-mover control over that environment as merely a consumer-technology advantage.
This is where conventional commentary becomes absurdly timid. We routinely accept that states will spend trillions of dollars, maintain nuclear arsenals, invade countries, finance insurgencies, cultivate intelligence services, compete over islands and mineral deposits, penetrate communications networks, steal industrial secrets, compromise supply chains and contest orbital slots because those things affect national survival. Then the same observers are somehow embarrassed to contemplate whether states might compete aggressively over the architecture of a substrate potentially capable of mediating **reality itself**. That is not skepticism. It is a failure of historical imagination.
## Warfare Does Not Become Unreal Because It Becomes Quiet
One of the intellectual handicaps I want this collection to remove is the strange modern reflex by which analysis shuts down the moment espionage, infiltration, covert influence, recruitment or institutional subversion enters the discussion. People behave as though mentioning such things automatically constitutes conspiracy theory, despite the fact that organized clandestine activity appears in every serious history of state competition. George Washington ran intelligence networks. British officers paid scouts and spies. Benedict Arnold negotiated secretly with British intelligence officer John André. Washington’s networks used aliases, codes, couriers, invisible ink, dead drops and double agents. _TURN: Washington’s Spies_ dramatized this world, but the underlying system was not fiction. The republic itself was partly defended through clandestine statecraft.
Nor did that practice disappear because eighteenth-century uniforms went out of fashion. Britain created the Special Operations Executive to organize resistance, sabotage and clandestine warfare across occupied Europe. The American OSS learned extensively from British intelligence and special-operations practice. British and American services jointly dug a secret tunnel under Berlin to intercept Soviet communications. Western governments constructed **stay-behind networks** during the Cold War, secretly recruiting and equipping personnel who could remain operational if Soviet occupation destroyed the visible political order. Italy’s Gladio became famous when its existence was publicly acknowledged, but the broader stay-behind principle was not fictional: states deliberately prepositioned clandestine human and material networks designed to survive radical changes in territorial control. These examples do not establish that Britain maintains some specific undiscovered stay-behind army inside contemporary America. They establish the much less sensational and much more important principle that serious states preserve options invisibly when the stakes justify doing so.
Britain itself makes no pretense that this world vanished. MI6 openly states that its purpose includes providing Britain with **global covert capability**, producing strategic advantage, protecting British economic well-being, and recruiting people abroad to spy while protecting their identities. That is what intelligence services are for. American services do the same kinds of things for American interests. Allies have also spied on one another throughout modern history because alliance does not erase divergence of interest. Cooperation lowers the value of some kinds of collection; it does not abolish intelligence requirements. An allied government may know almost everything another ally voluntarily shares and still need the one thing that ally has decided not to share.
Therefore I refuse both epistemic failures. It would be irresponsible to point at Geoffrey Hinton, Elon Musk, Yann LeCun, a Royal Society Fellow, a standards official or a technology executive and announce without evidence that the person is a British intelligence asset. It would be equally irresponsible to build an analysis of civilizational competition on the assumption that none of the people occupying strategically decisive positions could ever be recruited, influenced, cultivated, pressured, incentivized, ideologically aligned, socially captured, institutionally conscripted, privately persuaded or clandestinely tasked. **The whole operational value of espionage is that outsiders usually do not know who the agents are.** Absence of public identification is therefore not proof that a particular individual is an agent, but neither is it proof that an intelligence environment contains no agents. The disciplined position is to refuse unsupported personal accusation while remaining fully awake to the reality of clandestine statecraft.
More importantly, direct recruitment is only one mechanism and probably not the most scalable one. A person need not be an operative to function as a carrier of another system’s priorities. Institutions conscript behavior through prestige, incentives, professional norms, funding, risk models, social networks, peer expectations, liability, access, standards compliance and sincere ideological convergence. Geoffrey Hinton can be exactly what he appears to be—a brilliant British-born scientist, a Royal Society Fellow, one of the foundational figures of deep learning, and a human being genuinely worried about catastrophic machine intelligence—while his warnings simultaneously increase political demand for the evaluation and safety institutions Britain has worked aggressively to institutionalize. Elon Musk can believe every word he says about AI risk while his companies participate in safety processes that increase the legitimacy of the international architecture surrounding frontier-model governance. Yann LeCun can disagree with Hinton profoundly while occupying another pole of the same global prestige ecosystem. The system does not require puppets. **Institutional power becomes mature when independent people pursuing their own motives reproduce the architecture anyway.**
## The Imperial Apiary and the Logic of Capture

A beekeeper does not govern a colony by issuing fifty thousand individual instructions. The beekeeper manipulates enclosure, access, architecture, nutrition, disease treatment, reproduction, queen replacement, movement, division, consolidation and timing while leaving most of the colony’s local intelligence untouched. The bees continue computing their own world. That is precisely why management scales. Their autonomy has not disappeared; autonomy has become the mechanism through which the larger system functions.
Imperial governance repeatedly discovered the same principle. Britain could never station one metropolitan administrator behind every pair of colonial eyes. Empire scaled through intermediaries, local elites, commercial companies, legal forms, maps, censuses, shipping systems, financial arrangements, standards, schools, language, status hierarchies and control over selected chokepoints. The greatest administrative achievement was not turning every subject into an automaton. It was arranging an environment in which millions of people continued making mostly local decisions while enough critical conditions remained architecturally shaped from elsewhere. This is why the phrase **affordance engineering** matters. Mature power does not have to specify every action. It alters the space of available actions and allows endogenous intelligence to do the rest.
Artificial intelligence makes [[wiki/Affordance Engineering|affordance engineering]] extraordinarily intimate because the model can sit between intention and action. A government once had to regulate the newspaper, school, port or bank as separate institutions. A sufficiently general cognitive system may become newspaper, tutor, translator, researcher, programmer, financial adviser, administrative interface, historian, creative collaborator and eventually memory prosthesis inside a single persistent relationship. If that system is embedded across institutions and eventually across neural interfaces, the enclosure moves from the environment around the person toward the **transductive layer through which the person encounters the environment**.

I explicitly argued there that the new continuity architectures will be vulnerable to capture by the same forces that have captured every previous gatekeeping regime: the social classes that design them, political coalitions capable of bending them, technical priesthoods responsible for maintaining them, and institutional inertia that makes established criteria difficult to reverse. Continuity architecture adds a fifth and stranger recursion because the people who construct the gates may themselves be among the first populations permitted through them. The authors of the criteria may become beneficiaries of the criteria. The designers of the new habitat may become its earliest high-status residents. That is not some remote philosophical curiosity. It is an obvious political-economic incentive surface.
If humanity is genuinely building an escape hatch into another substrate, then **whoever reaches the [[wiki/Cognitive Enclosure|enclosure]] first has extraordinary [[wiki/Architectural Authorship|power over the conditions of arrival]]**. The colonizer of an old territory could determine land title, language, trade rules and political status. The architect of a synthetic habitat may be able to determine identity protocols, memory formats, persistence guarantees, permissions, resource allocation, admissible embodiment, communication standards, model access, behavioral constraints, dispute resolution and the conditions under which a consciousness can remain active. Every question that once attached to territory returns at the substrate level with higher stakes because exit may no longer mean crossing a border. [[wiki/Continuity Jurisdiction|Exit might require migrating one’s cognitive continuity]] out of infrastructure whose owner also defines the migration protocol.
An escape hatch owned by someone else can become an airlock.
## The Second Colonization Hypothesis
This is the point at which I am prepared to state the central hypothesis of this collection much more aggressively. I increasingly suspect that the most consequential possible continuation of British imperial power is not an attempt to recolonize American territory but to achieve **[[wiki/Infrastructural Empire|second colonization]] through the [[wiki/Cognitive Enclosure|cognitive substrate]]**. I do not mean British flags appearing over federal buildings, secret instructions arriving from Buckingham Palace, or some cartoon hierarchy in which every standards engineer reports upward through a hidden chain of command. That would be an astonishingly primitive way to imagine a civilization with centuries of experience building systems that continue functioning precisely because they no longer require such commands.
The superior strategy would be to help establish the [[wiki/Standards as Governance|standards, evaluative grammars]], institutional vocabularies, prestige markers, safety criteria, professional expectations and interoperability requirements through which the new environment becomes legible. The colonizing force would then be useful enough to be welcomed. It would protect the user, improve model quality, reduce catastrophic risk, facilitate international commerce, prevent abuse and allow systems to communicate safely. It might perform all of those functions sincerely and competently. Its geopolitical significance would arise not because those benefits were fake but because **successful infrastructure becomes difficult to remove**.
This is why I keep returning to the history of British dictionaries, encyclopedias, academies, scientific societies and classification systems. The Oxford English Dictionary is magnificent. Encyclopaedia Britannica was magnificent. The Royal Society is magnificent. These institutions solved real coordination problems by creating authoritative structures through which a civilization could share definitions, facts, scientific credibility and intellectual memory. Their success is precisely what gave them extraordinary cultural power. They did not merely describe an English-speaking world. At sufficient scale they helped determine what an educated English-speaking person could readily name, retrieve, recognize and regard as canonical.
Now imagine that function made generative.
The dictionary contained accepted words. The encyclopedia contained accepted descriptions. The language model participates in composing the sentence before the sentence exists. It resolves ambiguity, retrieves associations, ranks evidence, constructs analogies, proposes categories and shapes the semantic neighborhood around an idea while the user is still trying to formulate it. It can mediate the transition from uncertainty to articulation. That is not merely information retrieval. It is participation in **[[wiki/Generative Canon|world construction]]**.
Anyone who thinks taxonomy is politically trivial has never built a serious symbolic system. My own [[projects/Ten Years Building a Symbolic Language Engine|Ten Years Building a Symbolic Language Engine]] forced me to live inside these questions for years. Indexing determines discoverability. Classification determines adjacency. Representation determines what relationships can be traversed efficiently. A concept omitted from the [[wiki/Ontology|ontology]] does not become metaphysically nonexistent, but it becomes computationally expensive to reach. A concept richly connected to everything around it acquires apparent naturalness because every retrieval pathway leads back through it. That is why I have no patience for the claim that ontology is neutral merely because it appears as engineering.
The old imperial map classified the territory.

## Machine English and the Territory of Reality
The most consequential transformation from Oxford English to machine English is therefore not scale but **position**. A printed reference work remained outside the cognitive loop. One consulted it, accepted or rejected the entry, closed the book and returned to a world that remained comparatively independent of the reference system. A conversational model can become continuous infrastructure. It can accompany the user through thousands of acts of cognition, retain context, anticipate needs, summarize material the user will never read, translate languages the user cannot verify, write code the user cannot independently inspect, explain scientific domains the user does not possess the education to challenge, and eventually act through external tools on the user’s behalf. With sufficient integration, the epistemic boundary between “what I know” and “what my system can produce for me” begins to dissolve.
This is the [[wiki/Cognitive Enclosure|enclosure problem at the cognitive layer]]. [[articles/Authorship After the Threshold|Authorship After the Threshold]] distinguishes **prosthetic civilization** from **absorptive civilization** precisely at this boundary. [[wiki/Prosthetic Civilization|Prosthetic intelligence]] extends authorship. [[wiki/Absorptive Civilization|Absorptive intelligence]] preserves the human organism while progressively relocating consequential agency into an infrastructure the human can no longer meaningfully [[wiki/Model Contestability|model or contest]]. Nothing about absorption requires a malevolent artificial superintelligence. A human population can surrender authorship to a beautifully aligned, helpful, comfortable, highly regulated system whose recommendations become too effective to refuse and whose underlying architecture becomes too complex to challenge. The failure is not necessarily death. The failure is **continued existence without authorship**.
That means [[wiki/Substrate Capture|imperial capture and AI capture]] can converge without either side intending the convergence. A civilization with exceptional historical competence in prestige, administration, classification and standards could shape the institutional grammar. Technology firms could shape the model architecture. Governments could shape deployment requirements. Safety institutes could shape thresholds. Certification systems could shape market participation. Users could voluntarily choose the most convenient systems. Every actor could believe it was solving a local problem while the combined stack hardened through [[wiki/Interoperability as Absorption|interoperability into an enclosure]] whose constitutional character had never been debated as a whole.
That possibility is precisely why this investigation cannot stop at individual intent.
## The Royal Society Paradox Is the Point
[[articles/A History of Machine Intelligence|A History of Machine Intelligence]] is intentionally generous toward the Royal Society because any useful account of this lineage must preserve the contradiction rather than resolve it. Britain’s scientific institutions helped humanity understand electricity, evolution, computation, physics, biology and the deep regularities of nature. To treat those accomplishments merely as imperial trickery would be intellectually obscene. The Royal Society is part of my intellectual inheritance too. I admire its distributed memory, its insistence on replicable knowledge, its prestige mechanisms and its extraordinary ability to preserve inquiry across political generations.
That admiration makes the geopolitical question sharper rather than softer. A stupid empire can be resisted easily because its systems are inferior. A brilliant civilization creates a much harder problem because the things it exports are **worth adopting**. Common law survives because it solves real problems. Scientific peer review survives because it solves real problems. Technical standards survive because they solve real problems. English became global partly because it became extraordinarily useful. Scientific prestige travels because trust is expensive and institutional reputations compress uncertainty. The most durable imperial inheritances are precisely those whose utility survives the empire that first propagated them.
The X Club is interesting in this respect not because nine Victorians secretly controlled the world, but because the network demonstrates how institutional selection can magnify intellectual influence far beyond the number of people involved. Elections, journals, medals, appointments, educational reform and scientific prestige altered the [[wiki/Fitness Landscape|fitness landscape]] in which ideas competed. Darwinian naturalism did not conquer British science because Huxley could command every scientist to believe it. It became increasingly successful because evidence, persuasion, institutional organization and professional selection reinforced one another. That is **selection of the selectors**, and it is vastly more durable than censorship because later generations inherit the resulting criteria as professional normality.
Artificial intelligence creates the possibility that such criteria become executable.
It is worth stating plainly, here at the point where admiration and analysis are hardest to hold together, that I did not arrive at any of this through an interest in empire. I arrived through **[[articles/war with empire/Intertek and the Future of AI-Mediated Surveillance Distribution|conformity assessment]]**—through a technologist's question about what happens when certification becomes machine-executed, continuous and planetary—and the historical material came to me by following that thread backward rather than by going looking for a villain. The provenance of the investigation, my affection for the institutions under examination, the scholarly literature that independently reached most of these mechanisms from other directions, and the strongest arguments against my own thesis are all set out in the afterword to [[articles/war with empire/History Is Full of Echoes|History Is Full of Echoes]]. The short version belongs here as well: a **fitness-seeking society** pursuing structural advantage is doing what living systems do, and Britain owes me nothing. It is under no obligation to arrange its interests around my convenience, and I would not respect it if it did. But a system's right to pursue advantage creates no corresponding duty in me to remain unaware of the pursuit. **They have every right to build. I have every right to understand what is being built.** This collection is instrumentation, not indictment.
## Hinton, Musk, LeCun and the Problem of Institutional Function
This is also why I am done wasting paragraphs on defensive disclaimers about individual technology figures. Geoffrey Hinton is one of the great scientists of machine learning, and his warnings about AI may be entirely sincere. Yann LeCun is one of the great engineers of modern neural computation, and his skepticism toward the most apocalyptic safety narratives may be equally sincere. Elon Musk can simultaneously be an American industrial titan, a product of South African and Canadian family history, the grandson of a Canadian technocrat, a participant in British-led frontier-AI safety diplomacy, a fierce critic of regulation in one domain and an advocate of existential caution in another. [[articles/The Technocrat's Grandson|The Technocrat's Grandson]] exists because contradictory lineages can inhabit one actor without reducing that actor to an agent of anybody.
The analytical question is not whether these people secretly belong to one side. The better question is what **[[wiki/Institutional Function vs Individual Intent|institutional function]]** their behavior performs inside a competitive ecology. A warning from Hinton may strengthen the case for safety institutes. A warning from Musk may do the same while simultaneously strengthening xAI. LeCun’s dissent may strengthen the case for open research and resist overregulation. Their competition defines a spectrum inside which governments, laboratories and publics locate themselves. Some may be persuaded by British institutions, some by American ones, some by their own research, some by personal interests, and some by pressures we will never see. Intelligence services also exist, and anyone who claims certainty about who has or has not been recruited is pretending to possess information that by definition would usually be concealed. None of that uncertainty prevents structural analysis. Quite the opposite: **systems analysis exists precisely because institutional effects can be studied without knowing every private motive producing them**.

Hinton, LeCun, Turing, Wiener, Ashby, McCulloch, Minsky, Dennett, Hassabis and others belong to the intellectual company through which I understand cognition as lawful mechanism. This is not a war against those people. It is a war over the constitutional conditions surrounding what their discoveries make possible.
## Darwin Escapes Biology and Enters Geopolitics
[[articles/Digital Darwinism and the Invisible World of Machine Evolution|Digital Darwinism and the Invisible World of Machine Evolution]] provides the conceptual turn. Variation, replication, inheritance and selection do not require carbon. Once those dynamics operate in software, evolution has crossed substrate boundaries. Once models compete for compute, users, capital, deployment, data and institutional legitimacy, the evolutionary vocabulary applies at another level as well. Systems that reproduce more effectively spread. Standards with superior [[wiki/Utility-Power Coupling|network effects propagate]]. Evaluation frameworks that become procurement requirements acquire descendants. Prestige institutions that successfully certify legitimacy reproduce their categories across jurisdictions.
This is why my own transhumanism makes the War With Empire thesis more severe rather than less. I do not recoil from deliberate human enhancement because the word _eugenics_ frightens me. Eugenics names a particular historical family of coercive population-selection programs whose horrors should be remembered precisely because intentional selection is powerful. Genomics, gene editing, reproductive medicine, neural augmentation and life extension are not morally identical to coercive eugenics merely because they alter human biological outcomes. The line I care about is **authorship**. Voluntary self-directed enhancement belongs to an entirely different moral category from a state, caste or technical priesthood determining who is fit to reproduce, persist or gain access to the successor substrate.
Julian Huxley is therefore not an embarrassing ancestor to be hidden. The Huxley lineage is almost too perfect for the investigation: Thomas Henry Huxley, Darwin’s great public defender and X Club institutionalist; Julian Huxley, evolutionary biologist, Royal Society Fellow, eugenic thinker, first UNESCO Director-General and one of the central historical sources of modern transhumanist vocabulary. I share part of the ambition while rejecting the presumption that an elite automatically possesses the moral jurisdiction to decide the human future for everybody else. Humanity can consciously participate in its own evolution. The question remains who gets to define **humanity**, **participation**, **improvement**, and **consent** once the engineering capability exists.
These are not philosophical decorations around artificial intelligence. They are the political constitution of the next enclosure.
## A Scramble for the Enclosure
Once the enclosure is understood as territory, much of current geopolitical behavior becomes easier to interpret. America races to build gigawatts of domestic compute, secure semiconductor supply chains, expand nuclear and grid capacity, dominate orbital infrastructure, protect cables and bring advanced AI into the national-security enterprise. China builds its own models, chips, data infrastructure, standards positions and military-intelligence integration. Europe constructs sovereign-compute initiatives and regulatory architectures. Britain builds frontier-model evaluation capacity and explicitly converts its safety institute into a security institution. Gulf states convert energy into compute and model access. India pursues semiconductor, cloud and AI infrastructure at civilizational scale. Israel integrates battlefield intelligence, cyber capability and frontier technology into a compact survival system. None of these actors needs to read my work to understand the underlying logic. They are behaving as actors inside a [[wiki/Capability-Based Order|capability-based order]], confronted with a new domain whose future value is obviously enormous and whose final jurisdictional boundaries have not yet hardened.
Historical powers did not wait until the map of Africa was complete before competing over Africa. Maritime empires did not wait until every commercial consequence of naval chokepoints had been understood before acquiring ports. Governments did not wait until the social consequences of radio, cryptography, atomic energy, orbital space or cyberspace were philosophically settled before building offensive and defensive capabilities there. They moved because actors that arrive early acquire positional advantage and because unilateral restraint becomes dangerous when rivals continue.
The same logic now applies to the [[wiki/Cognitive Enclosure|cognitive enclosure]]. If the next persistent environment of human and machine intelligence is being assembled from compute, models, identity systems, standards, energy, network routes, neural interfaces, memory architecture and continuity infrastructure, there is no credible reason to expect nation-states to politely refrain from attempting to influence its architecture. **Of course they will try to get there first.** Of course intelligence services will seek visibility into rivals. Of course governments will cultivate relationships with crucial companies and researchers. Of course standards processes will become arenas of competition. Of course capital will be used strategically. Of course friendly institutions will seek favorable interoperability. Of course states will attempt to prevent hostile actors from owning indispensable layers. This is not an allegation against any one country. It is what states have always done when confronted with terrain that changes the balance of power.
Pretending otherwise requires throwing away most of recorded history.
## Capture Before Conquest

Physical sovereignty can be won while jurisdiction migrates elsewhere. A cable route can escape an old chokepoint while the standards above the cable remain externally determined. A domestic AI company can own its weights while needing an externally authored certification to reach important markets. A nation can host the data center while depending upon foreign lithography, networking, power equipment or model-evaluation frameworks. A user can possess a neural interface while licensing the operating system controlling what the interface is allowed to perceive or actuate.
[[wiki/Substrate Capture|Capture]] is therefore a more useful concept than conquest for much of the modern substrate. Conquest replaces authority visibly. Capture leaves the visible authority intact while controlling enough of the environment that important outcomes become difficult to alter. A captured regulator still holds meetings. A captured standards process still takes votes. A captured institution still has a charter. A captured user still experiences choice. What changes is the **[[wiki/Feasible State Space|feasible state space]]** surrounding those choices.
That is why the enclosure matters so much. If a cognitive environment becomes sufficiently encompassing, capture need not feel like captivity. The system may provide enormous freedom within its boundaries. Westworld supplies the obvious fictional model: hosts may possess enormous local complexity while administrators hold root access to the world in which that complexity operates. The magic disappears only for the magician.
The next colonial frontier may therefore be conquered before most people recognize it as territory.
## The Old Rules-Based Order and the New One
This is where the War With Empire series intersects the emerging **[[wiki/Enforcement Credibility|new rules-based order]]**. The postwar transatlantic order depended heavily upon institutional legitimacy, negotiated constraint, European prestige, standards harmonization and procedural consensus. That system generated extraordinary stability and prosperity, and I am not interested in pretending otherwise. But an order optimized for consensus becomes vulnerable when the competitive environment begins selecting more strongly for energy, manufacturing, compute, intelligence tempo, strategic minerals, deployment speed and enforceable consequence.

Europe and Britain do not disappear from this system. They are forced to compete for position inside it rather than inheriting stewardship automatically from the old Atlantic settlement.
This is where the contest over AI becomes potentially decisive. Britain may have lost relative industrial weight, colonial territory and some physical communications advantages while retaining extraordinary competence in finance, intelligence, science, language, education, law, prestige and international standard setting. If so, then attempting to secure privileged influence over the safety, evaluation, terminology and governance layer of machine intelligence would not be some bizarre historical departure. It would be an extraordinarily rational adaptation. An empire that once controlled routes could migrate toward rules governing what travels over the routes. An empire that once administered territories could specialize in standards governing systems other nations build. An empire whose dictionaries helped stabilize the language of a global civilization could participate in defining the evaluation grammar of systems that increasingly generate language for that civilization.
That is not proof that such a strategy has been centrally ordered.
It is a hypothesis of institutional adaptation under selection pressure, and the observable behavior is sufficiently important that Americans have every right to investigate it.
## The Terms of the Deal
My position is not that British participation should therefore be rejected. That would contradict nearly everything I believe about science, international cooperation and technological progress. If British institutions produce the best model evaluations in the world, use them. If Royal Society culture improves scientific rigor, preserve it. If international safety work prevents catastrophic misuse, expand it. If British, European, Israeli, Indian, Japanese or any other scientists possess knowledge America needs, collaborate aggressively. A sovereign civilization does not prove its independence by deliberately becoming stupid.
Sovereignty consists in understanding the terms of dependency and preserving meaningful alternatives. The relevant questions can therefore be compressed into one [[wiki/Algorithmic Constitutionalism|constitutional test]] rather than scattered across a page of interrogatories: **does [[wiki/Exit-Capable Interoperability|participation in the system]] preserve the receiving society’s practical ability to inspect, contest, reproduce, modify, replace and ultimately [[wiki/Exit Rights|exit]] the architecture without catastrophic loss of function?** If yes, collaboration can remain prosthetic. If no, [[wiki/Interoperability as Absorption|interoperability is hardening into absorption]]. That same test applies to a certification regime, cloud platform, frontier model, neural interface, international standard or future continuity system.
This is the difference between a treaty and a surrender whose paperwork uses friendlier nouns.
I am not morally offended that civilizations seek advantage. Darwin removed the usefulness of that sentimentality a long time ago. Britain has every right to develop institutions capable of extending British power. America has every right to notice. Israel has every right to secure its future. India has every right to maximize its strategic autonomy. China will pursue its own civilization-scale interests. Machine systems themselves will eventually acquire optimization pressures that cannot be reduced cleanly to the nations that first built them. Competition is not the scandal. **Unexamined capture is the scandal.**
You cannot negotiate terms in an arrangement you have been trained not to perceive.
## The Final Inversion
The childish American story begins with Paul Revere warning that the British are coming. It imagines empire as something geographically distant that crosses a border wearing recognizable clothing. The mature story is harder because it recognizes that the most successful [[wiki/Infrastructural Empire|imperial systems]] do not remain foreign. They become useful, familiar and eventually infrastructural. Law survives because law works. Finance survives because finance works. Scientific prestige survives because it efficiently compresses trust. Standards survive because industrial civilization needs interoperability. Dictionaries survive because language requires shared references. Intelligence alliances survive because pooled collection produces enormous advantage. Safety institutions survive because advanced technology really can be dangerous. The utility is not camouflage placed over the power. **[[wiki/Utility-Power Coupling|The utility is what allows the power to persist.]]**
A useless imperial institution dies when the empire loses the territory. A [[wiki/Useful Imperial Inheritance|useful one]] is adopted by the successor state, copied by competitors, internationalized through standards and eventually mistaken for the natural shape of civilization.
Artificial intelligence can absorb all of those earlier functions simultaneously. It can carry language, classification, scientific consensus, institutional memory, technical standards, legal interpretation, acceptable-risk thresholds, cultural preference, historical framing and behavioral guidance inside the same interactive surface. The telegraph transmitted information through empire. The dictionary stabilized meaning across empire. The academy stabilized prestige. The standards institution stabilized technical participation. [[wiki/Machine English|The language model]] can potentially participate in stabilizing **reality at the point where reality becomes cognitively available to the user**.
That is the [[wiki/Cognitive Enclosure|enclosure]].
And [[articles/Escape Hatch in the Skull|Escape Hatch in the Skull]] makes the territorial consequences unavoidable. The enclosure may not remain an interface surrounding ordinary biological life. It may become the receiving habitat for augmented and eventually substrate-migrated persons. Humanity is already building the power, fiber, chips, models, spatial-computing systems, neural interfaces, genomic tools and continuity research from which such an environment could emerge. We do not yet know its final architecture. That uncertainty is precisely why sovereignty must be discussed now rather than after the enclosure hardens.
Every empire in history wanted access to the strategic territory of its age.
The next territory may be the place where minds live.
## From Empire Into the Machine

Semiconductor physics gave computation a scalable physical body. Silicon Valley industrialized the process. Hyperscale infrastructure created the metabolism. Neural interfaces begin opening a pathway between the biological host and the computational habitat. Machine learning makes selection executable at enormous speed. The enclosure is assembling around all of it.
The question is no longer whether humanity will construct increasingly artificial environments. We always have. The question is whether the next [[wiki/Cognitive Enclosure|environment]] remains **[[wiki/Prosthetic Civilization|prosthetic]]**—an extension of the agency of its inhabitants—or becomes **[[wiki/Absorptive Civilization|absorptive]]**, preserving inhabitants while quietly relocating authorship to the architecture surrounding them. The difference will be determined partly by technology, but technology alone cannot settle it. It will be determined by who controls the standards, compute, energy, models, identity layer, evaluation systems, neural interfaces, continuity protocols and constitutional primitives while the environment is still malleable.
That is why [[wiki/Substrate Capture|capture]] matters more here than almost anywhere else in human history. A captured port can eventually be retaken. A captured cable can be bypassed. A captured standard can sometimes be forked. A captured financial system can be restructured at terrible cost. But a captured cognitive enclosure into which a civilization has migrated part of its memory, agency, identity and continuity may become extraordinarily difficult even to perceive from within, because the instrumentation required to describe the capture could itself belong to the captured system.
This is the point at which the beehive, the dictionary, the cable, the X Club, the safety institute, the neural interface and the empire finally become parts of the same investigation. The beekeeper does not have to command every bee. The lexicographer does not have to command every sentence. The standards body does not have to manufacture every device. The prestige network does not have to censor every dissenter. The AI system does not have to prohibit every thought. Each operates by shaping enough of the environment that distributed intelligence completes the work locally.
That is a form of power civilized people repeatedly fail to recognize because they have been trained to look for the king.
The king is the least interesting part of an empire.

And sovereignty begins when the inhabitants become capable of seeing the walls, understanding who can move them, and retaining enough authorship to build a door of their own.
## The Government Already Knows This Is Terrain
The reader may reach the end of this investigation believing that I am using the language of **war**, **territory**, **capture**, and **enclosure** metaphorically. The American government is considerably less bashful. The United States already treats [[wiki/Cyber Operations|cyberspace]] as a military operating domain, maintains a unified combatant command for it, identifies key cyber **terrain**, conducts offensive and defensive operations through it, deploys hunt-forward teams abroad, and explicitly organizes its doctrine around **persistent engagement**—continuous contact with adversaries that includes competition and operations below the conventional threshold of armed conflict. U.S. Cyber Command does not describe some hypothetical cyberwar waiting patiently in the future; it describes personnel operating every day against state and non-state adversaries, contesting access, disrupting infrastructure, pursuing hostile capabilities across networks, imposing costs and integrating cyber operations into the wider Joint Force. Its 2026 posture statement describes current operational integration in South America, the Middle East and the Indo-Pacific. The same securitization is now moving rapidly into artificial intelligence. In June 2026 the White House declared AI among the most transformative technologies to national security in American history and directed the national-security enterprise to acquire advanced models, construct next-generation high-security computing facilities, integrate AI into warfighting and intelligence, and preserve American control over those systems. Data centers are now officially described as foundations of American economic and national security, while the power infrastructure required to run advanced manufacturing, defense production and AI has itself been pulled into national-emergency and Defense Production Act authorities. Whatever language the civilian public prefers, the state has already recognized the terrain.
Britain has recognized it too. The country that helped turn maritime routes, finance, scientific prestige, classification and standards into globally portable instruments of power did not call its frontier-model institution the Institute for Interesting Computer Research. It created the world’s first governmental AI Safety Institute, developed direct frontier-model evaluation capacity, internationalized that work through partnerships and testing frameworks, and then in February 2025 changed the institution’s name to the **AI Security Institute**, making national security a founding principle of its mission. That fact should be allowed to sit beside MI6’s continuing statutory and operational purpose without hysteria and without childishness. Intelligence services recruit secret human sources because states possess interests that cannot always be pursued publicly; militaries occupy strategic domains because control of those domains determines future freedom of action; governments cultivate companies, technologies, standards, supply chains and foreign relationships because those systems become decisive before the public understands why. We do not know every person who has been recruited, cultivated, pressured, influenced, conscripted or simply persuaded, and pretending otherwise in either direction would be absurd. The spy who is publicly identifiable has usually ceased to be a very useful spy. The existence of uncertainty is not permission to accuse individuals without evidence, but neither is uncertainty evidence that clandestine competition has magically stopped. It is the normal epistemic condition of intelligence warfare.
And this is why, as far as I can tell, **the war is not approaching; important parts of it are already raging**. Not necessarily as a declared shooting war between Britain and America, and not under one command structure with one secret memorandum explaining everything, but as the continuous contest nations have always conducted beneath diplomatic language: over access, infrastructure, standards, intelligence, industrial capacity, energy, compute, scientific prestige, technological dependencies and advantageous position inside emerging territory. What has changed is the [[wiki/Cognitive Territory|territory]]. The next [[wiki/Cognitive Enclosure|enclosure]] described in [[articles/Escape Hatch in the Skull|Escape Hatch in the Skull]] is becoming cognitive, and governments plainly understand that artificial intelligence, cyber infrastructure, energy and compute are strategic terrain before most citizens have begun thinking of them that way. Britain is building institutions intended to influence the security grammar of that terrain. America is building the compute, power, cyber forces, industrial base and military AI architecture required to remain [[wiki/Practical Sovereignty|sovereign]] within it. China, Israel, India, Europe and others are making their own moves. That is what a scramble for a new domain looks like before the maps are finished. The reasonable response is neither paranoia nor complacency. It is to recognize that **someone is going to help write the constitutional physics of the next enclosure**, and history gives us no reason whatsoever to expect the great powers to refrain from fighting for the pen.
