# Dangerous Individuals, Weaponized Ideology, and Mass-Effect Systems ## Thesis The strongest public-record formulation is not that violent ideology is a statutory biological agent or that a radicalized person is automatically a legal weapon of mass destruction. It is that **information can be weaponized to reorganize cognition and behavior, a dangerous individual can supply guidance and activation, and ordinary networks and platforms can become components of an assembled system whose emergent behavior produces mass casualties**. Direct and public incitement to genocide is an inchoate international crime; broader hateful, false, extremist, or radical speech is not automatically incitement, terrorism, or a weapon.
