# Civic Legibility
**Domain:** Systems / Public Coordination / Telemetry
**System:** [[wiki/American Intelligence and Alliance Interface|American Intelligence and Alliance Interface]]
## Definition
Civic Legibility is the condition in which people, assets, events, and institutional states can be understood well enough for systems to coordinate competent action. Legibility allows national-scale care, logistics, enforcement, forecasting, and protection to move from guesswork toward evidence. A confident citizen does not treat invisibility as the highest civic good; participation includes helping legitimate systems perceive reality accurately. Ethics therefore resides in use, responsibility, and performance rather than in blindness.
## Place in the American System
