# Authority Matrix
An authority matrix records which actor can read, alter, approve, revoke, or attest state at each interception stage.
## Minimum fields

| Stage | Where does the authority operate? |
| Resident authority | Which component or institution normally controls the state? |
| Claimed actor | Who appears to have invoked it? |
| Capability | Read, write, enroll, sign, revoke, route, erase, or attest? |
| Authorization evidence | What independent record establishes legitimacy? |
| Revocation path | Who can remove or reverse the authority? |
| Surviving audit record | What remains after reset, migration, or ownership change? |
## Purpose
The matrix keeps technical capability, actor identity, and authorization from collapsing into one claim.
