The Consent-and-Reversibility Perimeter is the article’s governing boundary for biological, psychological, neural, and identity-affecting defensive capabilities.
## Requirements
Interventions must be lawful, consent-based, medically governed where applicable, provenance-secured, protective, and reversible. Neural and biological data require continuity, authentication, access control, and revocation protections.
## Excluded uses
The perimeter rejects coercive intervention, heritable hierarchy, population selection, involuntary domestic targeting, and capabilities whose defensive justification depends on secretly violating the autonomy they claim to protect.
