# Durham Special Counsel Investigation
The Durham Special Counsel investigation reviewed the origins and handling of intelligence and law-enforcement activity connected to the 2016 election investigations. John Durham's final report was publicly transmitted on May 15, 2023.
## Notebook evidence
[[Scanned_20260730-1830]], PDF page 1, opens with Durham beside [[Crossfire Hurricane]] and the [[Mueller Special Counsel Investigation]]. Bryant now identifies much of the notebook as notes from [[Event - Lake Oswego Explanatory Briefing]], where an unidentified REDACTED brought a large packet believed possibly to be the Durham report or a compilation based on it. The May 15 report date helps establish the notebook's May 15–20 assembly window but does not conclusively date the REDACTED or identify the packet.
## Analytical role
Durham is the first recursive layer in the framework recorded by the notebook: an investigation of the institutional basis and conduct of earlier investigations. His mandate, legal outcomes, evidentiary criticisms, the REDACTED's explanation, and later political interpretations should not be treated as interchangeable.
