## Identification
The notebook's term for a large, interconnected cyber-physical fabric in which identifiers, edge networks, communications, payments, public-health coordination, and industrial/IoT systems can share infrastructure or policy layers. It is an owner-authored synthesis, not the official name of one verified platform.

## Owner-supplied provenance
Bryant McGill states that the diagram and formulation were produced in the early COVID-19 period after he received advance or early-stage information from a contact-tracing developer and engineers associated with the [[Bluetooth Special Interest Group|Bluetooth SIG]]. He says this was why he interpreted contact tracing as one visible application of a broader industrial grid.
This testimony explains the notebook's unusual early synthesis. The current record does not yet identify those sources or preserve the underlying conversations, so it should be connected later to contemporaneous emails, messages, screenshots, or call transcriptions if available.
## Architectural reading
The diagram can be decomposed into layers:

2. **Identity:** GUIDs, UUIDs, device identifiers, accounts, and credentials.
3. **Graph and coordination:** proximity, transactions, relationships, routing, and shared services.

## Dual-use and evidentiary boundary
Common infrastructure does not prove one operator, one database, covert coordination, or a deployed unified system. The durable insight is **reuse**: the same devices, radio standards, identifiers, and policy engines can support distinct institutions and purposes.
The same reusability also creates a governance risk. When an encounter graph becomes identity-resolved and connected to decisions, it can become [[Social sorting]] infrastructure. [[Social Darwinism]] is relevant only as an ideological lens for hierarchy and selection; it is not established as the purpose of COVID-19 exposure notification.
