# Section 702 Certification
A Section 702 certification specifies categories of foreign intelligence that may be acquired under FISA Section 702. The Attorney General and Director of National Intelligence submit the certification, supporting affidavits, and targeting, minimization, and querying procedures to the FISC. Approval is programmatic rather than an individualized court order for every foreign target.
## Notebook evidence
Scanned_20260730-1830, PDF page 8, sketches this architecture and asks which restrictions apply. Pages 9–16 then connect the annual approval system to disclosed query-compliance failures and legislative sunset.
## Control-plane significance
The certification defines the permissible mission categories. Procedures constrain implementation. Agency targeting decisions instantiate selectors. Provider directives compel assistance. Queries and dissemination occur later. These are linked but analytically separate records.
