# Social sorting
## Identification
Social sorting is the use of data, categories, models, and institutional rules to classify people and distribute attention, risk, access, opportunity, restriction, or exclusion. The archive uses the term for the mechanism most closely matching Bryant McGill's concern that contact-tracing-style infrastructure could be redirected from disease exposure toward social variation, “deviance,” affiliation, or population management.
## Technical pathway
A sensing system becomes a sorting system through added layers:
1. **Observe:** record proximity, location, transaction, communication, or device activity.
2. **Resolve:** connect observations to a persistent person, device, household, or group.
3. **Infer:** derive relationships, attributes, routines, or risk indicators.
4. **Classify:** assign categories or scores using institutional definitions of normality, danger, eligibility, or priority.
5. **Act:** change access, visibility, pricing, mobility, service, policing, employment, education, or association.
People can therefore remain physically mixed while being separated by individualized permissions and invisible policy boundaries. The decisive step is not Bluetooth sensing but the union of an encounter graph with identity, classification, and enforcement.
## Contact-tracing comparison
[[Google-Apple Exposure Notification]] was deliberately constrained: rotating identifiers, decentralized matching, no inherent GPS requirement, public-health authorization, and a bounded disease-exposure purpose. Those features make it materially different from a persistent identity-resolved social graph.
Other contact-tracing and quarantine systems have used QR check-ins, GPS, telecommunications, travel, payment, or surveillance data. The technical and legal risk therefore must be assessed system by system rather than transferred indiscriminately to all contact tracing.
## Notebook evidence and interpretation
The all-to-all mesh on [[Scanned_20260730-1946]], PDF page 15, and the “Contact Tracing War Platform” / “Industrial SuperGrid” language on pages 13 and 16 are the visible basis for this retrospective concept. Bryant identifies the drawing as a global grid and connects his early understanding to information from a contact-tracing developer and engineers associated with the [[Bluetooth Special Interest Group|Bluetooth SIG]].
`Social sorting` and `Social Darwinism` do not appear in the preserved transcription. They are later analytical labels added to articulate the governance concern without rewriting the notebook.
## Relationship to social Darwinism
[[Social Darwinism]] supplies an ideological analogy when institutions treat competition, hierarchy, exclusion, or the alleged superiority of groups as natural or desirable. Social sorting is the operational mechanism; social Darwinism is one possible justificatory ideology. Neither relationship is automatic.
## Safeguards
Purpose limitation, data minimization, voluntary participation, short retention, decentralization, independent oversight, transparency, contestability, nondiscrimination, and technical decommissioning reduce the risk of function creep. WHO warned that proximity-tracking systems require safeguards against abuse and unlawful or arbitrary discrimination.
