In enterprise administration, policy can predeclare or constrain some permissions, making TCC a boundary between user consent, application identity, and institutional device policy. ## Evidentiary boundary A TCC profile name does not prove that a protected capability was accessed, that consent was bypassed, or that policy was unauthorized.
