The panel applied IOC participation principles to athletes and support personnel proposed by international federations. ## Function and boundary AINERP reviewed whether candidates had actively supported the war in Ukraine or were contracted to Russian or Belarusian military or national-security agencies. Its work demonstrates that access to a tournament can depend upon evidence gathered outside the field of play and translated into an eligibility decision. That makes AINERP an important screening node, but not a general model for social classification. A sports body's jurisdiction, evidentiary rules, transparency, review process, and consequences are narrower than those of a state.
