Periphery is relational rather than geographic. A capital city can be peripheral to the infrastructure that conditions its choices; a biological body can be peripheral to a distributed continuity process; a household can be peripheral to the access system through which its members become present. ## Mechanism Administration may operate through resource dependency, identity credentials, interface defaults, selective disclosure or remote control rather than explicit command.
