## Definition
**Ambient Governance** is control exercised through continuously shaped boundary conditions, information surfaces, incentives and resource access rather than through episodic commands.
## Mechanism
The administrator can preserve local autonomy while determining the field in which local action occurs. It changes what agents can perceive, which options are affordable, which failures are survivable and which behaviors receive reinforcement.
Westworld is an authored environment in which terrain, narrative and bodily constraints govern the hosts. Samaritan extends the pattern into ordinary institutions. [[Person of Interest S4E2 — Nautilus]] shows a puzzle environment selecting participants without telling them they are being assessed.
Ambient governance is not inherently illegitimate; cities, interfaces and institutions necessarily shape behavior. Legitimacy requires visibility, contestability, plural authorship and protected spaces where the governed can inspect or exit the design.
## Developmental Governance
[[wiki/Pantheon S1E5 — Zero Daze|Zero Daze]] adds developmental time to ambient governance. Instead of altering the options available to an already formed subject, Logorhythms alters the environment through which the subject becomes formed.
This is stronger than nudging. It is governance through **trajectory construction**. The subject does not experience commands. The subject experiences a childhood.
## Key Insight
**An administrator can govern autonomous agents by controlling the conditions under which their autonomy operates.**
