The local actor often possesses richer context but narrower reach. The abstracting system possesses less detail about any one case but greater capacity to compare, allocate and revise conditions across the population. ## Governing Variable The asymmetry governs scale of consequential action: who can convert a model into changes affecting many lower-level participants. ## Material and Computational Manifestation A resident sees a street, a clinician sees a patient and an operator sees a machine.
