A captured registry can deny that a dissident continuant is authentic, mark opponents ineligible for restoration, expose private lineage or condition existence on loyalty. ## Why Continuity Magnifies Registry Power Ordinary identity systems govern access to services. A continuity registry may govern whether a claimant is recognized as a person at all, which state is canonical, which fork may vote and whether a dormant subject may run. Centralization therefore converts administrative control into ontological jurisdiction. ## Constitutional Controls Required controls include distributed custody, independent courts, public criteria, signed decision records, appeal, data minimization, plural recognition authorities and an exportable proof package that survives regime change.
