## Definition
**A British Overseas Territory is a territory under British sovereignty that has its own constitutional and governmental arrangements while the United Kingdom retains defined responsibilities.** Those responsibilities commonly include defense and external affairs, with governors and reserved powers varying by territory.
## Legal Architecture
Overseas Territories are not part of the United Kingdom. Their local law is not automatically UK domestic law. The United Kingdom can nevertheless exercise constitutional authority through instruments such as Orders in Council, and governors may hold powers related to security, external affairs, good governance, enforcement, or assent depending on the territory.

## Boundary
British sovereign responsibility is not proof that UK officials know of or direct every transaction, company, or local decision. Specific visibility and authority must be shown through the relevant law, access arrangement, governor's power, or official action.
