## Definition
**The *Implementation Opinions on Promoting Innovation and Development of the Brain-Computer Interface Industry* is China's national BCI industrial plan, issued on 30 July 2025 by seven central bodies led by the Ministry of Industry and Information Technology.** The issuers are the MIIT, the National Development and Reform Commission, the Ministry of Education, the National Health Commission, the State-owned Assets Supervision and Administration Commission, the Chinese Academy of Sciences and the National Medical Products Administration.
## Targets
| Horizon | Target (as summarized by MERICS) |
|---|---|
| 2027 | Raise electrodes, chips and complete devices to internationally advanced performance; accelerate BCI applications in industrial manufacturing, healthcare and consumer life |
| 2030 | Cultivate two or three leading companies; place China's BCI industrial ecosystem among the best in the world |
**Provincial and municipal targets** reported in secondary coverage, awaiting primary-text confirmation: Beijing, three to five BCI unicorns by 2027; Shanghai, widespread adoption of BCI products by 2030; Sichuan, 3,000 invasive BCI operations a year by 2030. Market-size projections of RMB 3.2 billion (2024) and RMB 5.58 billion (2027) are analyst figures, separate from the plan.
## Delivery record
- **13 March 2026:** the NMPA approved Neuracle's NEO, the first market approval of an implanted BCI anywhere, inside the plan's first two years.
- **April 2025:** the National Healthcare Security Administration issued pricing guidelines for invasive and non-invasive BCIs, ahead of the plan; NEO reportedly received an insurance code within about twelve days of approval (single source).
- **July 2026:** a landscape analysis of Chinese BCI trials counted non-invasive systems at 79.1% of registered studies, with stroke rehabilitation the leading indication at 65.0%.
## Forward Capability
The plan joins the industrial ministries, the academy, the health ministry and the device regulator in one instrument, so authorization is designed in rather than awaited. Provincial targets expressed as annual operation counts are installed-base targets written as quotas; under INF-0492 a planned installed base becomes irreversible on the plan's own schedule. The 2027 milestone sits inside the window in which U.S. sponsors expect their first pivotal filings.
## Open Questions
- The full primary text: number of measures, standards provisions, and any data-governance clauses for neural data.
- Primary confirmation of the Beijing, Shanghai and Sichuan targets.
- Which companies the plan's "two or three leading companies" will name by 2030; Neuracle is the evident first candidate.
## Research Inferences
These entries translate the forward-looking register in Research Inferences into ordinary wiki prose. The tier labels apply to the inference, not automatically to every factual anchor inside it. Proposed IDs above INF-0500 and tier recommendations come from the 2026-10-23 cycle: Research Inferences Integration Report — 2026-10-23 · Research Inferences Integration Audit — 2026-10-23.
- **INF-0464 — Established.** Multiple nations run coordinated brain-research programs with published objectives and budgets, creating simultaneous global investment in the same capability. Simultaneity across rival states is the strongest evidence that a capability is considered strategic.
- **INF-0465 — Strongly indicated** (recommended for promotion to established in the 2026-10-23 report). Substantial neural-interface and brain-mapping programs operate outside the American reporting environment, with their own trials, companies, and standards participation. Visibility in English-language press is not a measure of capability, and native-language sourcing is required for an accurate picture.
- **INF-0060 — Plausible.** Scaling any implanted interface to millions requires a trained procedural workforce, and the endovascular route is the only one that can borrow an existing one. Workforce availability, not device manufacturing, will gate deployment volume in the 2030s.
- **INF-0492 — Strongly indicated.** Once tens of thousands of people carry sensing implants, the infrastructure, workforce, and regulatory habits exist and do not disappear. Installed base is what makes a trajectory irreversible, and it is already established for neural sensing.
- **INF-0510 (proposed) — Strongly indicated.** Provincial targets such as 3,000 invasive BCI operations a year express installed base as plan quotas, and a planned installed base becomes irreversible on the plan's own schedule.
