The concept generalizes computer protection rings into a governance vocabulary for synthetic habitats and reconstructed persons. Circles are not ranks of moral worth. They map **operational reach and visibility**: which actor can act on which layer, which actions remain invisible from above, and which party can enforce or defeat another party's rights in practice. --- ## General Context The language of tiers can imply that some persons are inherently superior. Circles instead describe an architecture. An inhabitant may have full dignity while possessing no administrative access to the environment sustaining them. A builder may author worlds without controlling the underlying hardware. A custodian may allocate compute and restore state while remaining unable to audit firmware, vendors, or upstream infrastructure. A useful working map is: 1. **Inhabitant circle:** lives and acts inside the provided world. 2. **Builder circle:** can construct environments and alter declared world parameters without possessing ultimate custody. 3. **Custodian circle:** controls activation, state, resource allocation, migration, and termination at [[wiki/Ring Zero|Ring Zero]]. 4. **Substrate circle:** hardware, firmware, certification, energy, and supply-chain authorities that may constrain the custodian without being visible to it. The numbering is contextual rather than universal.
