## Definition
**Clandestine statecraft is the pursuit of state objectives through concealed personnel, relationships, channels, influence operations, collection systems, and material capabilities whose sponsorship or operation is not publicly acknowledged.**
It is broader than espionage. It includes source cultivation, liaison, covert influence, cutouts, stay-behind capacity, unattributed communication, and the preservation of access across changes in the visible political order.
