# Closing-Document Stack **Entity class:** Transaction and assurance model ## Definition The **closing-document stack** is the set of agreements, identity evidence, approvals, security conditions, payment and reporting relationships, signatures, routing records, and retained copies that instantiate an authorized working relationship. Like a real-estate closing, it resolves a relationship graph and preserves evidence of who authorized what. National-security work adds classified guidance, clearance and access conditions, NISPOM obligations, CUI handling, OPSEC, compartmentation, and counterintelligence requirements. These are overlays on familiar contracting, accounting, identity, and records primitives. ## Historical Timeline - **2016–2017:** DD Form 254 remained a literal PDF/document object moving through manual and partially electronic contract workflows. A legacy NCCS capability existed from 2016, but it had not displaced that document-centered practice. - **2018–2020:** DoD components moved toward wider NCCS adoption. - **August 3, 2020:** the FAR requirement for electronic NCCS processing took effect where the DD Form 254 submission is unclassified. - **June 6, 2022:** NCCS 2.0 soft-launched as the modernized end-to-end workflow. - **2022:** the SF 312 rules changed to permit specified PKI-backed digital signatures; this must not be projected backward onto every 2016–2017 document. NCCS computerized the DD Form 254 transaction by converting parties, roles, subcontract relationships, review, certification, status, and retention into structured workflow objects. It did not create a new underlying relationship graph. ## Compartmentation Each participant receives the documents and visibility appropriate to that participant's role and need-to-know.
