# Cognitive Agency **Domain:** Cognition / Artificial Intelligence / Human Agency **Doc Type:** Concept Node **Maturity:** Developing ## Definition **Cognitive agency** is the capacity to direct, examine, and remain answerable for one’s own processes of understanding while using external tools. It does not require unaided cognition. It requires that delegation increase a person’s ability to comprehend, decide, and act rather than merely replacing those activities with convenient outputs. ## AI-Assisted Understanding AI can extend cognitive agency by accelerating explanation, comparison, simulation, retrieval, and experimentation. The agency test is whether the person can teach the result, apply it under changed conditions, inspect its evidence, and recognize when the answer fails. When a user accepts outputs without acquiring any usable model of the subject, assistance crosses toward cognitive atrophy. ## Relationship to Sovereignty Cognitive sovereignty concerns control over the environments and systems shaping thought. Cognitive agency concerns the person’s active capacity within those environments. Ownership, transparency, and exit rights protect the conditions of agency; disciplined use protects the practice of agency. ## Relationships Human Agency · Cognitive Prosthesis · Cognitive Sovereignty · Epistemic Sovereignty · Citizen AI Literacy ## Simple Reminders, Quotations, and Thoughts > “If we really believe in a humanist AI, then that means that an AI should always be trying to make humans smarter and more capable, not use humans to make itself smarter.” > **— Mustafa Suleyman**, *Humanist AI Code of Conduct discussion, September 2026* Humanist AI Should Make Humans Smarter, Not Use Them by Mustafa Suleyman > “The name Super Intelligence conveys the true capabilities of the technologies being developed today, unlocking new forms of human creativity and empowering Americans to achieve what was previously impossible—not simply imitating or automating human intelligence as is implied by the term ‘Artificial Intelligence.’” > **— The White House**, *Fact Sheet on the Era of Super Intelligence, September 2026* Super Intelligence Empowers Americans to Achieve the Impossible by The White House > I can feel the pull of cognitive outsourcing in my own life, so I have imposed a rule: I never use AI merely to obtain an answer; I use AI to understand a topic.
