# Cognitive Colonialism **Domain:** Artificial Intelligence / Sovereignty / Cognitive Infrastructure **Doc Type:** Concept Node **Maturity:** Developing ## Definition **Cognitive colonialism** is the condition in which an external owner governs the artificial intelligence that increasingly mediates a person’s information, memory, schedule, education, recommendations, communication, and decisions. The system may be intimate and helpful while still placing the user inside a cognitive environment whose models, incentives, updates, and exit conditions are controlled elsewhere. ## Mechanism A personal AI can know more about a user than a social network because it can combine messages, documents, accounts, preferences, routines, and delegated authority. That knowledge becomes power when the system is also a [[wiki/AI-Generated Persuasion|persuader]], a gatekeeper to services, and the manager of other agents. If the user cannot inspect, fork, remove, or replace it, assistance can become dependency and dependency can become governance. ## Sovereignty Test The practical test is not whether the AI is friendly. It is whether the person or polity retains meaningful ownership, portability, local execution where appropriate, auditability, and the ability to exit.
