## Definition
**A cognitive enclosure is a computational environment that mediates enough perception, language, memory, identity and decision-making to function as territory for minds rather than merely as a tool used by them.**
The enclosure may begin as an interface. It becomes infrastructural as education, work, research, administration, relationships, navigation and self-representation depend on the same models, identity layers, networks and storage systems. If neural interfaces or continuity systems make the environment persistently inhabitable, the territorial analogy becomes increasingly literal.
## Architecture
A cognitive enclosure can include:
- models that mediate language and retrieval;
- ontologies that determine what can be represented;
- identity and permission layers that determine who may act;
- memory systems that preserve personal and institutional continuity;
- compute, energy and networks that determine whether processes persist;
- evaluation systems that define acceptable cognition; and
- administrators with [[wiki/Root Authority|root authority]] over the environment.
## War With Empire Context
