It establishes the [[wiki/Minimum Viable Continuity|minimum viable continuity]], allocation rules above that floor, and procedures for scarcity. It must distinguish active execution from preservation, accelerated subjective time from ordinary runtime, optional enhancement from baseline cognition, and safety containment from punitive throttling. Allocation decisions should disclose the relevant constraint, decision authority, expected effect on the subject and available alternatives.
