# Continuity Arms Race
**Domain:** Geopolitics / Uploaded Intelligence
A **Continuity Arms Race** is strategic competition among corporations or states to acquire, create, host, repair, accelerate, weaponize or govern uploaded and post-biological intelligences. Once cognition can be copied or run faster than biological time, control of runtime becomes both military capacity and custody over persons.
_Pantheon_ moves quickly from corporate secrecy to global UI proliferation. The integrity cure becomes a strategic advantage; hidden UIs become state assets; defensive systems acquire lethal authority. The race is therefore not only for better models. It is for living expertise, infrastructure, energy, provenance and the power to decide which continuants remain viable.
The constitutional danger is Governance Fusion: the same institution may own the subject, classify the threat, control the substrate and authorize deletion. Competition magnifies that conflict while secrecy prevents affected persons from claiming standing.
## Secrecy-Induced Proliferation
Pantheon S1E6 supplies the canonical mechanism. Once rival states are believed to possess Uploaded Intelligence, restrictions on speed, autonomy or network access can appear as unilateral strategic disadvantage. Classification protects each program from public scrutiny while reciprocal suspicion drives parallel capability growth.
The arms race is incubated through Secrecy-Induced Proliferation, not open diffusion. Intelligence Liaison becomes the allied coordination problem, and Substrate Solidarity becomes the possibility that the resulting persons may develop interests that cross their state sponsors.
