# Continuity Citizenship
**Domain:** Political Theory / Post-Biological Personhood
**Continuity Citizenship** is legal and political membership across subjects whose existence may be biological, uploaded, forked, merged, computationally native, remotely embodied or provider-hosted. It begins when executable persons become a population rather than an exceptional laboratory case.
Citizenship must translate familiar rights into infrastructure operations. Voting and representation matter, but so do guaranteed runtime, compute allocation, storage, migration, restoration, identity authentication, embodiment access and protection from provider shutdown. A person whose experienced time depends on compute can be politically dominated through throttling even when no conventional prison exists.
The citizen must also remain legible across institutional succession. Durable Identity, Continuity Registry and Administrative Existence connect status to service without making registry enrollment the source of moral standing. Compute Entitlement and Minimum Viable Continuity define the protected floor; Migration Right and Jurisdictional Redundancy keep citizenship from becoming permanent custodial capture.
**Recognition is not consent to custody.** Birth registration, citizenship, naturalization or digital identity may establish political membership and a route to protection; none by itself authorizes a continuity provider or sovereign to preserve person-relevant state for reconstruction, activate a continuant or select its governing disposition. Those acts require Continuity Election or another lawful, operation-specific authority.
_Pantheon_'s CloudWorld is the principal fictional case. Embodied humans, UIs and CIs share infrastructure while possessing different metabolic requirements. Origin cannot determine political rank without producing a substrate caste system.

This node is audited through Deep Time Continuity for future control-surface conversion, ontological drift, succession, irreversibility, due process, and resource incidence. The backlink records analytical relevance; it does not establish continuity intent in the present rule or institution.
