# Continuity Citizenship

**Continuity Citizenship** is legal and political membership across subjects whose existence may be biological, uploaded, forked, merged, computationally native, remotely embodied or provider-hosted. It begins when executable persons become a population rather than an exceptional laboratory case.
Citizenship must translate familiar rights into infrastructure operations. Voting and representation matter, but so do guaranteed runtime, compute allocation, storage, migration, restoration, identity authentication, embodiment access and protection from provider shutdown. A person whose experienced time depends on compute can be politically dominated through throttling even when no conventional prison exists.
_Pantheon_'s CloudWorld is the principal fictional case. Embodied humans, UIs and CIs share infrastructure while possessing different metabolic requirements. Origin cannot determine political rank without producing a substrate caste system.
