## Definition
A **continuity commons** is a shared institutional arrangement that guarantees a protected floor of identity, preservation, portability, migration and emergency service without placing every indispensable layer under one private custodian.
## Architecture
The commons may combine public registries, open standards, plural accredited custodians, pooled assurance funds, treaty-backed repositories, interoperable state packages and a provider of last resort. It does not require all infrastructure to be publicly owned. It requires that no provider can make exit equivalent to death or convert emergency dependency into title over the subject.
Governance should include subject representation, transparent service floors, independent audits, contestable rules, equitable funding and clear limits on administrative use of protected state. Shared infrastructure must not become universal surveillance or involuntary activation.
## Contrast
