# Continuity Obligation Inventory **Domain:** Continuity / Finance / Privacy **Doc Type:** Canonical Planning Instrument **Maturity:** Proposed ## Definition A **Continuity Obligation Inventory** is a privacy-preserving aggregate account of the preservation, adjudication, activation, compute, energy, storage, migration and succession obligations generated by a population's [[wiki/Continuity Election|continuity elections]] and protected minimums. It is a liability-planning instrument, not a registry of personal belief. Individual directives remain protected in the [[wiki/Continuity Election Registry|Continuity Election Registry]]. The inventory should expose only the quantities and risk distributions needed to forecast capacity and fund obligations. ## Data-Minimization Architecture The inventory may aggregate: - counts by [[wiki/Continuity Service Class|service class]] and jurisdiction; - projected cold, warm and hot service demand; - preservation horizons and migration cycles; - contingent activation or adjudication burdens; - compute, energy and storage reserve requirements; - provider-concentration and sovereign-failure exposure; and - funded, underfunded and unfunded liability ranges. It should not expose a named person's theology, medical facts, intimate archive or full directive.
