# Continuity Receivership **Domain:** Insolvency / Continuity Governance / Public Administration **Doc Type:** Canonical Institutional Concept **Maturity:** Proposed ## Definition **Continuity receivership is a protected resolution process that preserves essential custody and service while a failed continuity provider is transferred, reorganized or wound down.** Its first task is preservation of subjects and state, not maximization of ordinary asset liquidation. ## Functions A receiver should have authority and resources to stabilize infrastructure, secure records and keys, continue the [[wiki/Minimum Viable Continuity|minimum service floor]], freeze unauthorized changes, inventory state and contracts, communicate with subjects or representatives, evaluate successor custodians and execute [[wiki/Orderly Transfer|Orderly Transfer]]. The protected inventory must include the operative [[wiki/Continuity Election|Continuity Election]], its [[wiki/Continuity Election Registry|registry]] pointer, version and revocation history, and the provenance needed to authenticate it. Resolution cannot treat a directive as an ordinary assignable customer term or activate a dormant package merely to improve sale value. The receiver must remain accountable. Emergency powers require logging, conflict controls, independent review and a prohibition on using resolution to merge identities, change governing instruments or convert custody into ownership. ## Structural Precedent Insurance receivership offers an existing pattern: a regulator or court-supervised receiver coordinates claim handling, continued coverage, runoff or transfer while guaranty mechanisms provide bounded protection. The analogy is functional, not legal identity.
