# Continuity Service Class
**Domain:** Continuity / Administration / Entitlement
**Doc Type:** Canonical Administrative Concept
**Maturity:** Proposed
## Definition
A **Continuity Service Class** is the legal and administrative bundle of continuity entitlements generated by an operative Continuity Election, applicable law and protected minimums.
It is not a technical storage or runtime state. Continuity Service Tiers describe cold, warm and hot operational conditions. A service class describes what a person is entitled to receive: preservation, adjudication, activation review, embodiment eligibility, migration, notice, appeal, fiduciary protection and any financial support.
## Demand-Side Chain
**Election → Service Class → Service Level → Liability → Obligation Inventory → Finance.**
The class converts an authored disposition into obligations that can be measured and funded. Its service level specifies performance. Liability states the enforceable burden. The obligation inventory forecasts aggregate demand. Finance supplies durable capacity.
## Constitutional Limit
Service classes may differentiate authorized functions, but may not create a caste of sub-minimal persons. Once an entity has standing, a prior election or fee schedule cannot reduce it below Minimum Viable Continuity or remove due process.
## Key Insight
**A service class tells the administration what is owed; a service tier tells the operator what state the system is in.**
