# Continuity of Capability **Domain:** Institutional History / Evolution / Sovereignty **Doc Type:** Concept Node **Maturity:** Developed **Concept Hub:** [[wiki/War With Empire|War With Empire]] ## Definition **Continuity of capability is the persistence or regeneration of an ability across changes in institution, personnel, technology, doctrine, or political form.** The invariant is what can still be done, not necessarily who does it or whether one organization survives. ## Why Capability Outlives Organization Useful capabilities attract resources, apprentices, legal forms, counterparties, standards, and institutional memory. When one carrier disappears, the surrounding environment can reproduce the function in another.
