The controller pattern is established in distributed computing. Its use as a governance concept is a corpus synthesis and should not imply that institutions or persons are equivalent to managed software objects. ## Governing Variable The mechanism governs divergence over time rather than one isolated decision. ## Material and Computational Manifestation Orchestration systems restore replicas, routes and configuration after drift. Facilities maintain temperature or power conditions through nested control. Administrative systems approach continuous reconciliation when records, eligibility and risk scores are repeatedly updated and propagated into access decisions. ## Relation to Governance Episodic administration issues a decision and later reviews it. Continuous reconciliation maintains an environment in which deviations are automatically detected and corrected. This can improve resilience, but also make a disputed model self-enforcing. ## Constitutional Question and Failure Modes Continuous correction requires continuous rights: notice, provenance, uncertainty, appeal and suspension when the model is contested.
