# Correction Latency **Entity class:** Security-harm measurement **Domains:** Distributed data / redress / reconciliation ## Definition **Correction latency** is the elapsed time between recognition of an erroneous state and verified repair across every system, cache, record, derivative product, and operational consumer that can still act on it. It has at least four clocks: 1. **discovery latency:** first harmful encounter to recognition or complaint; 2. **adjudication latency:** complaint to authoritative decision; 3. **propagation latency:** authoritative correction to synchronization of receiving systems; 4. **residual latency:** synchronization to the point at which derived records and behavioral consequences stop reproducing the error. DOJ OIG reported that TSC redress reviews closed in an average of 67 days during the period it examined. Of 50 open matters, 38 percent had remained open more than 60 days and two exceeded 180 days. The audit also found a case in which CBP took more than 130 days to make a requested change in IBIS. Time is not neutral. Each day of latency is another interval in which screening, denial, questioning, travel disruption, institutional inference, and behavioral adaptation can occur.
