# Fusion and Surveillance Counterterrorism observability is distributed across collection disciplines and institutions. [[wiki/HUMINT|HUMINT]], [[wiki/SIGINT|SIGINT]], [[wiki/OSINT|OSINT]], [[wiki/GEOINT|GEOINT]], [[wiki/MASINT|MASINT]], [[wiki/Financial Intelligence|Financial Intelligence]], [[wiki/Biometric Intelligence|Biometric Intelligence]], and [[wiki/Travel Intelligence|Travel Intelligence]] generate different observations under different authorities. [[wiki/Intelligence Fusion|Intelligence Fusion]], [[wiki/National Network of Fusion Centers|Fusion Centers]], [[wiki/Entity Resolution|Entity Resolution]], [[wiki/Pattern-of-Life Analysis|Pattern-of-Life Analysis]], [[wiki/Contact Tracing|Contact Tracing]], [[wiki/Activity-Based Intelligence|Activity-Based Intelligence]], and [[wiki/Real-Time Observability|Real-Time Observability]] assemble those fragments into a changing picture. [[wiki/ICEPIC|ICEPIC]] and [[wiki/Terrorist Identities Datamart Environment|TIDE]] are concrete historical and institutional routes into identity and relationship analysis. Fusion increases both visibility and the consequences of error. Provenance, source reliability, identity confidence, minimization, purpose limitation, and correction therefore belong inside the analytic system rather than after it. The sensing environment is federated. GAO reported in 2024 that selected DHS law-enforcement components used more than twenty types of detection, observation, and monitoring technology in fiscal year 2023, including technology owned or leased by the agencies and technology accessed through commercial vendors or other law-enforcement agencies.
