# Critical Minerals
Everything in this collection is made of something. Copper for windings and busbars, electrical steel for transformer cores, rare-earth elements for the magnets in motors and generators, lithium and its companion metals for storage, high-purity quartz for silicon, gallium and germanium for specialist semiconductors, and a long list of process chemicals and gases for fabrication. The materials layer is the least visible and most literal foundation of the stack.
> [!note] The one-sentence version
> The constraint is rarely in the ground; it is in the small number of places able to refine what comes out of it.
## Where the constraint actually sits
Rare-earth elements are not geologically rare, and deposits exist on several continents. The binding step is **separation and refining**: converting mixed ore into high-purity individual oxides and then into metals and magnets requires a chemically demanding, capital-intensive, environmentally regulated process, and that capacity is concentrated to a far greater degree than the mining is. The same pattern repeats across the list. Copper is mined widely and smelted narrowly. High-purity quartz for crucibles comes from very few deposits. Several semiconductor process gases have a handful of qualified producers.
Reading this correctly changes the policy conclusion. Opening a mine addresses the easier half of the problem; building the refining, separation, and qualification capability addresses the half that binds, and it takes longer because it requires process expertise, permits, and customers willing to qualify a new source.
## What this infrastructure consumes
- **Copper,** in very large quantities: windings, busbars, cabling, cold plates, and the transmission that serves the site; see Busbar Busway and Cold Plate.
- **Grain-oriented electrical steel** for transformer cores, from a small number of qualified mills; see Transformer Supply.
- **Rare-earth permanent magnets** in generators, motors, pumps, and fans throughout the mechanical plant.
- **Lithium, nickel, cobalt, and graphite** for energy storage, with chemistry choice materially changing the mineral exposure; iron-phosphate chemistries avoid nickel and cobalt entirely, which is a supply advantage alongside their safety one; see Data Center Batteries.
- **High-purity silicon and quartz** for wafers and crucibles; see Silicon Wafer.
- **Specialist semiconductor materials,** including gallium, germanium, and a long list of gases and chemistries with concentrated supply; see Upstream Industrial Foundation.
## The constructive position
Material supply is a solvable industrial problem, and the United States has the geology, the capital, the engineering, and the regulatory capability to solve it. What it requires is sustained demand sufficient to justify refining investment, qualification pathways so a new domestic source can actually be adopted, permitting timelines compatible with the investment, and recycling at scale, which for copper and for battery metals is a genuine second source rather than a gesture. The buildout described in this collection supplies exactly the sustained demand such investment needs, which makes this moment the most favorable in decades for rebuilding American materials processing; see Industrial Competence and Supply Chain Chokepoint.

## Evidence posture
- **Established:** rare-earth elements being geologically widespread while separation and refining capacity is concentrated; the parallel pattern in copper smelting, high-purity quartz, and semiconductor process gases; the material inventory consumed by this infrastructure; iron-phosphate battery chemistries avoiding nickel and cobalt exposure; grain-oriented electrical steel produced by a small number of qualified mills.
- **Established:** qualification requirements as a practical barrier to adopting a new material source, independent of whether the source exists.
- **Strongly indicated:** sustained demand from the buildout as sufficient to justify domestic refining investment; the economics are plausible and investment outcomes are still accruing.
