# Crowd-for-Hire **Domain:** Influence operations / Coordinated behavior **Doc Type:** Developed Mechanism Node **Maturity:** Developed **Collection:** Gamification Collection ## Definition A **crowd-for-hire** is a paid or otherwise materially incentivized group mobilized to create the appearance or practical force of spontaneous public participation. The crowd may operate online through posts, reviews, reports, and engagement, or offline through attendance, protest, queueing, disruption, and staged enthusiasm. ## Significance The mechanism converts money into apparent social proof. Participants need not share the sponsor's beliefs, and audiences may be unable to distinguish coordinated labor from organic consensus. A crowd-for-hire can therefore amplify propaganda, overwhelm moderation, manufacture legitimacy, or isolate a target. Payment is only one coordination mechanism; volunteers, loyalists, bots, and unwitting proxies should be classified separately. Evidence should identify recruitment, compensation, instruction, timing, accounts, and sponsor relationships before attributing orchestration. ## Sources - NATO Strategic Communications Centre of Excellence, [Social media manipulation and astroturfing research](https://stratcomcoe.org/publications) - Oxford Internet Institute, [Computational Propaganda Research Project](https://demtech.oii.ox.ac.uk/research/posts/) ## Routes Astroturfing · Unwitting Proxy · Attack by Cutout · Participatory Propaganda
