Canadian ministers, institutions, and law govern Canada. At the same time, Crown offices, Westminster-derived practice, and deep Five Eyes integration place Canada inside an inherited security architecture with historical connections to Britain. ## Boundary Shared monarchy and institutional genealogy do not make Ottawa London's puppet.
