## Definition
A **Data Embassy** is an extraterritorial data-hosting arrangement established through agreement between states so that sovereign records can remain protected, available, and legally controlled even if domestic territory or infrastructure becomes unavailable.

## Existing State Model
Estonia and Luxembourg established the first state data embassy through a 2017 bilateral arrangement covering critical Estonian registries. ## Risks and Limits
