# Denial Wars
**Entity class:** Canonical historical and strategic framework
**Domain:** Technology denial / machine intelligence / strategic competition
**Doc Type:** Developed Hub Node
**Maturity:** Developed
**As of:** 2026-09-20
## Definition
**Denial Wars** names the recurring struggle to seize, restrict, corrupt, destroy, or control the instruments and substrate of computation. A History of Machine Intelligence identifies four recurring modes: seizure of machines and specialists, embargo of components and knowledge, sabotage of rival programs, and kinetic attack on the facilities where computation runs.
## Historical Sequence
- **Seizure:** Cicero recorded Marcellus carrying Archimedes' sphere from Syracuse after the city fell in 212 BCE. Modern cases include TICOM and Operation Osoaviakhim.
- **Embargo:** CoCom, the Cray denial that preceded PARAM, and the modern Entity List restricted access to strategic computation.
- **Sabotage:** The Farewell Dossier, Toshiba–Kongsberg affair, Broken Nest, and Mutual Assured AI Malfunction move denial from components into supply chains, fabs, and models.
- **Kinetic attack:** Operation Epic Fury and the March 2026 strikes on commercial hyperscale facilities made the data center itself a wartime target.
## Evidence Ledger
- **Established:** States have repeatedly seized computing instruments and personnel, restricted processors and fabrication tools, conducted technology-denial programs, and targeted data centers.
- **Strongly indicated:** Machine-intelligence capability now functions as a strategic resource whose denial can reshape industrial policy, alliances, and military operations.
- **Plausible:** Denial pressure accelerates sovereign substitution, as shown by PARAM after the Cray refusal and Chinese processor development after Entity List controls.
- **Unresolved:** Whether denial of machine-intelligence capability has already served as a precipitating cause of armed conflict. Promotion requires national-security decision records naming compute denial as a casus belli or operational trigger; demotion requires complete planning records assigning the conflict to other causes while excluding that role.
