It specifies an intended outcome or configuration without necessarily prescribing every low-level action required to reach it. ## Governing Variable Desired state governs the reference against which actual or estimated state is interpreted as acceptable, divergent or failed. ## Material and Computational Manifestation Orchestrators may declare replicas, routes, resource limits or policy. Building and industrial systems may declare schedules, setpoints or safe modes.
