A disease signal may initially fit natural emergence, accident, or deliberate release. The common biological work is to characterize the agent, affected population, spread, and likely consequences. [[wiki/Medical Countermeasures|Medical countermeasures]] can respond to that state while additional evidence informs attribution. A confirmed pathogen does not by itself determine intent. This distinction explains an important overlap between pandemic preparedness and biological counterterrorism. It also prevents model outputs from silently moving from anomaly detection to claims about culpability.
