# Developmental Scaffolding
Developmental scaffolding is the graduated support through which a person acquires capability together with the judgment, responsibility, and self-regulation needed to govern it.
In the Thought Leader School analysis, access alone was insufficient. A scalable empowerment system also needed progressive responsibility, reciprocal contribution, mentorship, consequence, and enough temporal friction for internal models to catch up with newly available power.
