Digital infrastructure has become essential to state capacity. --- ## General Context Digital administrative infrastructure includes everything from ID systems through benefit payment systems to environmental permitting platforms. States increasingly rely on digital systems for legitimacy (transparency), efficiency, and capability. --- ## Governance Context Climate governance increasingly relies on digital administrative infrastructure: emissions tracking systems, renewable energy certificates, carbon market platforms. Infrastructure design determines governance feasibility. --- ## Key Insight Digital infrastructure embeds policy choices.
