Its governing measure is not whether an agency owns a website, but whether institutional complexity has been translated into an accessible service layer without weakening legality, accountability, privacy, or human appeal. ## AI Transformation Conversational and agentic interfaces can collapse forms, searches, appointments, duplicated identity checks, and agency boundaries into a continuous interaction.
