# Distributed Erroneous State

## Definition
A **distributed erroneous state** exists when an incorrect identity, classification, relationship, eligibility judgment, or threat status is copied, queried, inferred, or acted upon across multiple systems and institutions. The error is no longer one bad row. It becomes a shared operational fact.
The defining property is that downstream components can operate correctly on the state and still produce wrong outcomes. A border system, visa system, aviation system, base-access system, law-enforcement system, and investigative system may each apply its authorized rule faithfully. If the upstream state is wrong, local correctness compounds global error.
The watchlist architecture demonstrates the mechanism. The FBI identifies uses spanning State, CBP, TSA, USCIS, DoD, FBI investigations, nonfederal law enforcement, and NCIC. Its 2024 transparency document states that after modification or removal, the Terrorist Screening Center verifies that the change reaches receiving screening systems. The correction requirement reveals the topology of the earlier state: both error and repair must propagate.
A distributed erroneous state changes human behavior and creates new records. Those records can outlive the source state through encounter histories, audit logs, derived products, associated-person records, and institutional memory. Repair therefore requires authoritative correction, propagation verification, reconciliation of downstream derivatives, and measurement of residual effects.
