# Distributed Human-Sensor and Reporting Ecology **Entity class:** Intelligence and public-safety architecture concept **Domain:** HUMINT / law enforcement / public reporting / occupational access ## Definition The **distributed human-sensor and reporting ecology** is the layered set of people and institutions through which observations can enter intelligence, law-enforcement, homeland-security, and public-safety systems. It includes formal personnel, assigned partners, registered sources, paid nonemployees, trained reporting communities, occupational access points, and public tips. The term describes a routing architecture, not a single organization or workforce. A person who reports a suspicious event does not thereby become an agent, while an individual can perform paid or operational assistance without becoming an agency employee. ## Counting Boundary No defensible national total can be produced by adding employee counts, clearance eligibility, task-force assignments, source registries, program enrollments, and occupational populations. These categories overlap and measure different units, dates, and activity levels.
