## Definition
**Elite penetration is sustained access to decision-making circles through recruited sources, trusted relationships, social formation, professional exchange, or institutional liaison.** Its value lies in acquiring information, influence, and durable position inside the layer where consequential judgments are formed.
Penetration does not require corruption or ideological conversion. A source may cooperate from sympathy, ambition, professional trust, shared interest, or an inaccurate understanding of what the relationship provides.
